The Chief of the Fire Department or a member of the uniformed force designated by him may investigate and examine into the cause and circumstances of every fire by which any public building, private dwelling or other building or property shall be burned either in whole or in part; and for that purpose he or a member of the uniformed force designated by him or any trustee shall have the right, power and authority to enter such building or premises and to examine the same and the contents thereof.
