There is hereby created a Library Board known
as the "Library Board of the Borough of Oakmont."

The Board shall be composed of seven members,
to be appointed by the Council of the Borough of Oakmont, with the
power to supervise, conduct and maintain the present public library
of the Borough of Oakmont, the lot whereon the same is erected, and
any addition or additions thereto, and with the power to provide and
maintain all books, magazines, periodicals, facilities and equipment
necessary therefor. Said Board shall be required to perform the duties
and assume the responsibilities hereinafter provided. The Board members
shall serve for terms of five years or until their successors are
appointed, except that the members of such Board first appointed shall
be appointed for such terms that the term of at least one member shall
expire annually thereafter. Vacancies shall be filled in the same
manner as original appointments and for the unexpired term. The Council
of Verona Borough shall have the authority to appoint one member to
serve in a nonvoting position on the Board, with a term of five years.
The member appointed by Verona Borough shall not serve as an officer.
All members shall serve without pay.
The Library Board shall appoint from its membership
a Chairman and such other officers as it may deem necessary for the
orderly procedure of its business and may adopt bylaws, rules and
regulations covering its procedure not inconsistent with the provisions
of the state laws and the ordinances, rules and regulations of the
Borough of Oakmont. The Library Board shall from time to time make
rules governing the operation and conduct of the facilities operated
by said Board. The Board shall hold regular meetings at such times
and places as it may designate.
The Library Board shall have the power to appoint
a Chief or Supervising Librarian who possesses the necessary qualifications
and who has demonstrated by actual work his or her ability to organize
and direct the library system of the Borough of Oakmont and supervise
the activities of such other personnel as may be deemed necessary
in carrying out the program.
Any fund appropriated by the governing body
of the Borough of Oakmont and budgeted to the Library Board shall
be disbursed by the fiscal disbursing officer of the Borough of Oakmont
upon vouchers issued by the Library Board and within the budget appropriations
made. Funds received by the Library Board from sources other than
budget appropriations shall be deposited by the Borough of Oakmont
to the credit and for the use of the Board and disbursed as the above
budget funds are disbursed, except that funds received by gift, bequest
or otherwise shall be disbursed in accordance with the terms of such
gift or bequest or the terms of the acceptance thereof.
The Library Board shall make full and complete
reports to the governing body at such times as may be designated or
requested by the governing body. The fiscal year of said Library Board
shall conform to that of the Borough of Oakmont.
Such powers as are now or may hereafter be provided
by statute of the Commonwealth of Pennsylvania or by ordinances of
the Borough of Oakmont, of the County of Allegheny and Commonwealth
of Pennsylvania, relating to the development and operation of library
systems, are hereby vested in the Library Board, to be exercised by
it subject to any and all restrictions contained in such powers and
ordinances.
