The following regulations are hereby established
for the management, use and protection of Riverside Park, Dark Hollow
Woods — The Karl E. Satler Memorial Park and Nature
Reserve, the Arboretum Trail and any other parks that may hereafter
be acquired or established by the Borough of Oakmont, which are all
hereinafter designated as "park."
A. The park shall be opened daily to the public at such
hours as the Recreation Board may from time to time designate, but
in no event shall any person or group of persons, authorized persons
excepted, be permitted to remain after 9:00 p.m. unless special permission
is granted by the Recreation Board.
B. No person or group of persons in attendance at the
park shall:
(1) Injure, deface, remove, cut or damage any of the trees,
plants, shrubs, turf, buildings, structures, signs or fixtures or
any other property of the borough located within the park.
(2) Litter any area of the park with garbage, paper, bottles,
cans or other waste material, nor shall they dispose of the same in
any manner except in receptacles designated for the respective purposes.
(3) Kindle or maintain any fire in the park except in
fireplaces or areas specially designated for that purpose and located
by authority of the Recreation Board.
(4) Remove any bench, seat, table or other appliance from
the park or change the location thereof without permission of the
Recreation Board.
(5) Injure, deface, destroy or remove any notice, rule
or regulation posted at any place within the park by authority of
the Recreation Board or other proper authority of the borough, nor
shall any notice or placard be posted within the park other than by
authority of said Board or other proper authority.
(6) Set up any booth, table or stand for the sale of any
article or service whatsoever within the limits of the park without
permission of the Recreation Board.
(7) Operate, stop or park any motor vehicle, bicycle or
other means of conveyance except in areas where permitted or designated
by proper authority of the borough or operate the same in a reckless
or negligent manner or in excess of any posted speed limit.
(8) Bring onto the premises, possess or consume any spirituous,
malt, vinous or other alcoholic beverage within the area of the park.
(9) Carry or discharge any firearm within the limits of
the park, excepting officers of the law in the performance of their
duty.
(10) Play ball, swim, golf, pitch horseshoes or quoits,
engage in archery, launch, dock or land any boat or participate in
any other form of recreation, sporting endeavor or pastime, except
in those areas which may be designated from time to time for that
purpose by the Recreation Board.
(11) Bring into the park any dog, pet or other animal except as provided
herein:

(a)
Where specially permitted by the Borough Council for exhibition,
contest or show purposes; and when so specially permitted, it shall
be on a leash, in a cage, or subject to other proper restraint and
be accompanied by its owner or his agent properly chargeable with
its custody or possession.
(b)
Dogs may be permitted on a leash, subject to reasonable rules
and restrictions approved by Borough Council.
(c) Dogs may be permitted off leash, and only in specially designated
areas, subject to reasonable rules and restrictions approved by Borough
Council.

(12) Disrobe or change clothing except in buildings or
facilities made available for that purpose by the Recreation Board.
(13) Conduct himself in an indecent or boisterous manner
within the park so as to annoy any other person using the park for
recreational purposes.
(14) Use or attempt to use any facility or area of the
park without first having paid the permit or activity fee where required.
(15) Use a skateboard, coaster, skates or other similar
device within the park or on any park walkway; and any police officer
who shall observe any person using these devices shall take possession
of said device and the same shall be forfeited to the Borough of Oakmont.

C. The use of all park facilities, including specifically
the athletic fields, courts, picnic areas and camping sites, shall
be on a first-come-first-served basis unless otherwise reserved:
(1) By order of the Park Superintendent or, in the absence
of such, the Borough Manager.
(2) By annual permit issued by the Recreation Board for
the scheduling of league games or contests.
(3) For high school or school athletic games or practice,
contests or exhibitions.
(4) By permit issued as hereafter provided in §
141-7, the holder of such permit to be accorded preference.
D. The use of any park facility, athletic field, court,
picnic area or camping site by any group in excess of 20 persons shall
be by permit; and no permit shall be issued to any group of whom less
than 50% are Oakmont residents.
E. No person or group of persons shall hold any meeting
or gathering assembled by advertisement or public notice or any other
gathering however assembled and composed of 20 or more individuals,
unless specifically authorized by permit. The permit shall be issued
in an individual name and that person shall arrange to comply with
all park regulations and shall be liable for all breaches of the regulations
herein contained and damages.
The Recreation Board is hereby authorized:
A. To designate the areas and the time during which the
various recreational activities and uses of the park shall be conducted.
B. To prescribe regulations for the granting of permits
or reservations for the use of the various athletic fields, courts,
recreational areas and picnic sites, which shall be issued on a first-come-first-served
basis upon payment of the permit fee and limited to the area for which
said application shall be made.
C. To establish and set from time to time such schedule
of permit and activity fees as it may reasonably determine to be necessary
to defray the costs of issuing permits and monitoring the particular
activity involved, subject to review and approval by the Mayor and
Town Council.

Any person who shall violate or cause to be violated the regulations or permit requirements of §
141-6 hereof shall, upon conviction before the Mayor or any District Justice of the Borough of Oakmont, be sentenced to pay a fine not exceeding $600 and costs of prosecution for each and every offense and, in default of payment of such fine and costs, to be sentenced and committed to the Allegheny County Jail for a period not more than 30 days.
