It shall be required that any hard surfacing of a road or plot of land for parking or other purposes must be approved and a permit issued before any work is done. Before such permit will issue, a plan must be submitted to the Zoning Officer, making proper provisions for drainage of the plot to be resurfaced, hard surfaced or improved.
A permit must first be obtained for the construction of driveways, change in driveways, etc., where the curb must be broken to accomplish the result, and the limit on such driveways or openings shall be 15 feet in width. A permit must first be obtained from the Zoning Officer and a plot or plan of the proposed changes be submitted for his approval.
Unless application is made directly to the Borough Council of Sayre, in writing, applying for special consideration and a variance of the terms of the provisions herein, the Council is to be guided by any and all ordinances, plans and resolutions then in effect at the time of the receipt of the request. The following acts shall be prohibited and, if found to exist, shall be remedied in accordance with the applicable provisions of Article IX:
