A. 
Street classifications shall be determined by an estimate of the anticipated daily vehicular traffic volume as currently prescribed by the Virginia Department of Transportation (VDOT) as well as the number of lots to be served by the proposed street and shall apply to streets proposed by the subdivider and to all streets shown on the Rappahannock County Comprehensive Plan.
B. 
All construction shall conform to the standards of the County of Rappahannock and the VDOT, as applicable. Unless otherwise shown, all material and construction techniques and specifications shall be in accordance with the VDOT in effect at the time of the plan and specification submission.

A. 
Classification as to category and all construction of required streets must comply with current requirements of the VDOT contained in but not limited to:
(1) 
Secondary Street Acceptance Requirements (24 VAC 30-92-10 et seq.).
(2) 
Road Design and Standards.
(3) 
Road and Bridge Specifications.
(4) 
Drainage Manual.
B. 
Subdivisions with minimum twenty-five-acre lot sizes may provide streets without curb and gutter and associated standards.
C. 
Current Virginia Department of Transportation (VDOT) requirements and specifications are on file in the Virginia Department of Transportation Highway Residency offices, district offices and in the Richmond Central office.

Where bituminous concrete is used, it shall meet the requirements of the VDOT "Pavement Design Guide for Subdivision and Secondary Roads in Virginia," in effect at the time of the filing of the final plat (Ref 24 VAC 30-92-120).[1]

A. 
An adequate drainage system for natural water and stormwater shall be provided for each subdivision street and shall meet or exceed current VDEQ and VDOT standards.
B. 
Natural drainage pathways shall be examined as the first option for stormwater management alignments.

In subdivisions where curb and gutter sections are used, a wearing course of 1 1/2 inches of asphalt plant mix may be added upon the recommendation of the agent, in accordance with the specifications of the VDOT.[1]

A. 
Visible for inspection. Upon completion of subdivision streets, sewers and other improvements, the subdivider shall make certain that all monuments required by the governing body are clearly visible for inspection and use. Such monuments shall be inspected and approved by the agent before any improvements are accepted by the governing body.
B. 
Location.
(1) 
Concrete. Concrete monuments four inches in diameter or square, three feet long, with a flat top, shall be set at all street corners, at all points where the street line intersects the exterior boundary of the subdivision and at right angle points and points of curve in each street. The top of the monuments shall have an indented cross to identify properly the location and shall be set flush the finished grade.
(2) 
Iron pipe. All other lot corners shall be marked with iron pipe not less than 3/4 inch in diameter and 24 inches long and driven in so as to be flush with the finished grade. When rock is encountered, a hole shall be drilled four inches deep in the rock, into which shall be cemented a steel rod 1/2 inch in diameter, the top of which shall be flush with the finished grade line.

A. 
Design standards. Design standards shall be as follows:
(1) 
Type I: minimum VDOT specifications.
(2) 
Type II: Such facilities shall be designed to meet minimum applicable requirements contained in Attachment A of this chapter.
(3) 
Type III: none.
B. 
Construction standards. Construction standards shall be as follows:
(1) 
Type I and II private streets shall be constructed in accordance with approved plans and profiles. A performance bond shall be required to ensure proper and complete construction.
(2) 
Type III: none.
C. 
Ingress and egress easements. Ingress and egress easements for public emergency shall be granted to the County for all private streets within a development. Such easements shall be recorded with the instruments which create the private street (including Types I, II and III).
D. 
Ownership, care and maintenance; resubdivision. In no event shall a Type I private street be approved unless there is established a nonprofit homeowners organization or other legal entity under the laws of Virginia for the care and maintenance of the street(s). Such organization shall be created by covenants running with the land and shall be composed of all persons using the street(s). Membership fees shall be established, and provisions for modification shall be included. Covenants shall include a statement to the effect that the County is not responsible for maintenance unless and until the street is constructed to the required standards and accepted by the VDOT into the secondary system.
