Pursuant to Section 7-131a of the Connecticut General Statutes, there shall be established in the Town of Guilford a Conservation Commission, consisting of seven members, appointed for staggered terms of four years, such Commission to be established as of March 1, 1963, with initial terms expiring two on February 28, 1964, two on February 28, 1965, and three on February 28, 1966, the duties and responsibilities of said Commission to be as defined in the Connecticut General Statutes.

In accordance with Section 4-10(a) of the Charter of the Town of Guilford and as authorized by Section 7-131a of the Connecticut General Statutes, as amended, there shall be three alternate members of the Guilford Conservation Commission, who shall have all of the powers and duties vested in alternate members of Conservation Commissions by the General Statutes of the State of Connecticut, as the same may be amended from time to time, and as provided in the ordinance enacted by the Special Town Meeting on February 26, 1963, creating a Conservation Commission, as amended.[2]

Said three alternate members shall be appointed by the Board of Selectmen in accordance with Section 4-1 of the Charter of Guilford.
Alternate members of the Guilford Conservation Commission shall be electors and residents of the Town of Guilford and shall vacate their positions on ceasing to be electors or residents of the Town of Guilford.
One member of the original three alternate members shall be appointed for a term of two years, one alternate member for a term of three years and one alternate member for a term of four years, and thereafter each alternate member shall be appointed for a term of four years. Each member shall continue to hold office until his or her successor has been appointed and has qualified.
Alternate members may be removed for cause by the Board of Selectmen in accordance with the procedures set forth in Section 4-11 of the Charter of the Town of Guilford.
Said alternate members of the Guilford Conservation Commission shall serve without compensation, except that necessary expenses incurred in the performance of their duties may be paid from an appropriation authorized for the purpose.
