The purpose of the Guilford Youth and Family Services Board is to develop and provide proactive prevention, education, clinical services and treatment programs for Guilford youth and their families. The Guilford Youth and Family Services Board interacts and coordinates with other agencies serving the Guilford community in making every effort to avoid duplication in services.
A. 
There shall be and is hereby created, in the Town of Guilford, a Guilford Youth and Family Services Board, the members of which shall be appointed by the Board of Selectmen. The Board shall consist of nine regular members and two alternate members, who must be registered voters and residents of the Town and who shall serve without compensation, except as to those necessary expenses incurred in the performance of their duties.
B. 
The Board may, at its discretion, appoint up to four liaisons who will be representative of local municipal, educational and civic entities from within the Town of Guilford, including but not limited to the school system, Police Department, business community, private youth service agencies, and/or the civic youth groups of Guilford. Liaisons may participate in all meetings, programs and activities, at the discretion of the Board, but shall not hold the same voting or participation rights as regular or alternate members of the Guilford Youth and Family Services Board. All appointed liaisons shall serve at the discretion of the Board without specific terms of office.
A. 
Initially, the Board of Selectmen shall appoint five regular members to the Board for terms of two years and four regular members for terms of four years, with all terms to begin on October 1, 2004. A member shall continue to hold office until his or her successor has been appointed and has qualified. The Board of Selectmen shall appoint one alternate member to serve for a term of two years, and one alternate member to serve for a term of four years or, in each case, until his or her successor has been appointed and has qualified. The initial terms of the alternate members are also to begin on October 1, 2004.
B. 
After the expiration of each initial appointment, members shall be appointed to four-year terms in accordance with Section 4-2 of the Guilford Town Charter.
After October 1 in each even-numbered year, beginning with October 1, 2004, the Board shall meet and elect a Chairperson, Vice Chairperson, and Secretary for two-year terms, with no person to serve more than two consecutive terms in the same position.
A. 
The Board shall hold regular meetings and shall designate the time and place thereof and shall have the power to adopt rules and regulations for the conduct of its meetings and the execution of its duties.
B. 
The Board shall keep a record of all its proceedings in accordance with law.
C. 
Five members shall constitute a quorum.
D. 
Removal of any deficient member shall be executed in accordance with Section 4-11 of Guilford Town Charter.
The powers and the duties of the Guilford Youth and Family Services Board shall be exercised and performed as herein provided in accordance with all Town ordinances and applicable laws.
A. 
The Guilford Youth and Family Services Board is charged with the development and delivery of preventive, educational, clinical and treatment services and programs for Guilford youth and their families. It shall also coordinate with other local and regional agencies to determine the scope of services available to its constituents in an effort to avoid duplicative services in a cost-effective manner.
B. 
The Board shall periodically review all agency procedures, policies and programs to ensure that the community's needs are being met in an appropriate and efficient manner.
C. 
The Board shall have the power to request assistance from any other department of the Town government in the performance of the Board's duties and to cooperate with any other department of the Town in projects of mutual interest and in the interests of the Guilford community at large.
D. 
In accordance with Section 4-4b of the Town Charter, the Board members upon their initial appointment, shall establish regulations and file the same with the Town Clerk, at which time they shall become effective.
At a time determined by the Board of Selectmen, a proposed budget estimating anticipated expenditures and revenues shall be developed by the Board for the operations of Guilford Youth and Family Services for the coming fiscal year. The Board shall operate within the budget as approved by the Town under the provisions of the Town Charter.
The Board shall submit to the Town, at a time determined by the Board of Selectmen, an annual report for presentation and/or publication relative to the work of the Board. The Board shall submit such other reports as are requested by the Board of Selectmen from time to time.
