If any dog is impounded by the Municipal Animal Control Officer more than one time in any twelve-month period, then upon the second or subsequent time or times, the owner or keeper of such dog shall be required to pay the sum of $15 for its release to the Municipal Animal Control Officer for the use of the town, in addition to all sums required by state law for the redemption of such dog.
All moneys received by the Municipal Animal Control Officer pursuant to this article shall be paid or accounted for to the town in the manner provided by Section 22-334 of the Connecticut General Statutes.
