No person shall assemble idly or loiter and remain in crowds upon any footway, sidewalk or crosswalk in any street or before any church or public building in said town, and all persons to the number of three or more so assembling and refusing to disperse when commanded to do so by a police officer or special constable shall be guilty of a violation and, upon conviction, shall be punished by a fine of not more than $100 for each offense.
