The requirement of C.G.S. § 7-344, Revision of 1958, Revised to 1987, that a report of the Board of Finance, in a form provided by the Tax Commissioner, be published in a newspaper having a substantial circulation in the Town of Norfolk is hereby waived pursuant to the authority granted by said § 7-344 to towns having a population of less than 5,000 according to the most recent census.
