Pursuant to C.G.S. §§ 7-147a through 7-147k, an Historic District is hereby established within the Town of Norfolk for the preservation and protection of the buildings, places and districts of historic interest included therein.
A. 
The boundaries of the Historic District encompass the following buildings and their adjacent properties surrounding the Village Green and located adjacent to it and to its approaches: Battell House, Battell Chapel, The Church of Christ (Congregational), the White House, the former Pettibone Tavern, the library, the residences of Mrs. Anna M. Atwood and Mrs. Charles H. Wilson, the buildings owned by Dr. Richard I. Barstow, the site of the former parsonage of the Church of Christ, the former Academy and the residences of Messrs. H.D. B.B. Moore, Alfred C. Day, Mason Turner, Robbins B. Anderson, John E. Searle and George E. Lyford, Mrs. Revell Hoover, Mrs. Norma W. Sloper and Mrs. Gertrude W. Smith.
B. 
This district is described as follows: beginning at a point in the westerly line of Maple Avenue at the northeasterly corner of property of Anna M. Atwood and the southeasterly corner of property of Marguerite M. Holbrook; thence running northwesterly along the line of said Atwood and said Holbrook properties to a point at the northwesterly corner of said Atwood property; thence southwesterly along property of said Atwood to a point in the line of property of the Town of Norfolk, said point also being the southerly corner of property of said Holbrook thence in a straight line northwesterly across property of the Town of Norfolk, being the former Central New England Railway right-of-way, and across property of the Norfolk Library to a point in the westerly boundary of said library property and at the northeasterly corner of property of Beatrice S.S. Lanier et al. and the southeasterly corner of property of Joseph T. Pallone et al.; thence northwesterly, northerly and westerly along the northerly boundary of property of said Lanier et al. and the southerly boundary of property of said Pallone et al. to the easterly line of Greenwoods Road West (U.S. Route 44); thence continuing in a straight line on the same bearing as the aforementioned line, across said Greenwoods Road West and continuing on land of Ellen Battell Stoeckel Estate to a point 200 feet west of the westerly line of said Greenwoods Road West; thence in a southerly direction in a line parallel to and 200 feet distant from the westerly line of said Greenwoods Road West and Litchfield Road (State Highway 272), through property of said Stoeckel Estate to Mountain Road, so-called, the aforementioned line passing approximately 110 feet behind the White House, so-called, approximately 105 feet behind the Congregational Church, approximately 50 feet behind the Battell Chapel, so-called, and approximately 60 feet behind the Battell House, so-called; thence across said Mountain Road still in a southerly direction and parallel to and 200 feet west of the westerly highway line of said Litchfield Road through property of Jeanne Searle to a point on property of Robbins B. and Mary M. Anderson, the line passing approximately 20 feet behind the Searle residence, and approximately 55 feet behind the Anderson residence; thence in a southeasterly direction parallel to and 25 feet southerly of the southerly foundation wall of the Anderson residence through the property of said Andersons and crossing said Litchfield Road to the intersection with the westerly boundary of the former Central New England Railway right-of-way at or near the easterly line of said Litchfield Road; thence along the westerly line of said former Central New England Railway right-of-way on the arc of a curve bearing to the left and passing through or adjacent to properties of Gertrude W. Smith and Norma W. Sloper, Margaret R. Hoover, Helen F. and Mason Turner, Henry D.B.B. Moore, The Church of Christ (Congregational) and Richard I. Barstow to a point in the southerly line of Greenwoods Road East (U.S. Route 44); thence easterly along the southerly line of said Greenwoods Road East to a point; thence northeasterly across said Greenwoods Road East and through property of Alice M. Wilson to a point in the fence line between said Wilson property and property of Gaston D. and Irene Cleaveland, the aforementioned line passing 20 feet easterly of the foundation wall at the southeast corner of the Wilson residence; thence northwesterly approximately 54 feet along the line between said Wilson and said Cleaveland properties to a point in the easterly line of Maple Avenue, so-called; thence diagonally across said Maple Avenue in a southeasterly direction to the point and place of beginning.
C. 
29-33 Greenwoods Road East. That a certain piece or parcel of land with all improvements thereon situated in the Town of Norfolk, County of Litchfield and State of Connecticut, situated on the northerly side of the highway now or formerly from Norfolk to Winsted, and known now or formerly as the "Irene Gaylord Place" and also known as 29-33 Greenwoods Road East (Route 44), in said Town of Norfolk, being the premises formerly occupied by Misses Anna and Irene Gaylord, and said premises being generally bounded and described as follows: south, by the highway now or formerly from Winsted to Norfolk; east, by land now or formerly of Joseph Selden and wife; north, by land now or formerly of the estate of Harriet A. Lawrence, deceased; and west, by land now or formerly of Collar Brothers and by land now or formerly of William H. Porter (formerly the F.F. Porter homestead), partly by each. Together with such rights as appear of record in and to (1) and easement granted by William V. Brokaw, Jr., by instrument dated October 4, 2000, and recorded in Vol. 89 at page 212 of the Norfolk land records.

D. 
40 Greenwoods Road West. All those two certain pieces or parcels of land located in the Town of Norfolk, County of Litchfield and State of Connecticut, known as 40 Greenwoods Road West (Route 44), and bounded and described as follows. First piece: a certain piece or parcel with all buildings and improvements thereon and all appurtenances thereto situated on the easterly side of the public highway known as Greenwoods Road West and bounded and described as follows, to northerly on land now or formerly of Ellen W. Selden and land now or formerly of Stack and Dillon, partly on each, the distance on said boundary as being 200 feet, more or less, easterly on land formerly of the Winsted Savings Bank and now or formerly of Antonio Boscardin, 150 feet more or less, excepting a right-of-way from Frank Ursone to the State of Connecticut dated October 15, 1934, and recorded in Vol. 34, page 143 of the Norfolk land records and including a right-of-way to the said Frank Ursone from the Winsted Savings Bank which is dated March 13, 1934, and recorded in Vol. 33, page 242 of the Norfolk land records to which reference is made. Second piece, a certain piece or parcel of land together with the buildings and improvements thereon, situated in said Town of Norfolk, County of Litchfield and State of Connecticut, and bounded and described as follows: northerly 60 feet by other land now or formerly of Ellen W. Selden; easterly three feet by other land now or formerly of Ellen W. Selden; southerly 60 feet by land now or formerly of Clementina Ursone; and westerly three feet by the State Highway known as Route 44, being also known as Greenwoods Road West. The northerly corner of the strip of land herein conveyed is 147 feet southerly from an iron pin situated in the easterly line of Greenwoods Road West at the northerly side of Shepard Road, said iron pin being shown on a Connecticut State Highway Department map entitled "Right of Way May, Town of Norfolk," dated November 30, 1937, which map is on file in the office of the Town Clerk of said Town of Norfolk. The premises are subject to one, drainage right-of-way from Frank Ursone to the State of Connecticut dated October 15, 1934, and recorded in Vol. 34, page 143 of the Norfolk land records; two, encroachment of a portion of the house above the drainage right-of-way referred to in item one; the drainage right-of-way consists of an underground pipe in the area adjacent to and under the house; three, a right-of-way to a spring or well of water in favor of Lorraine M. Barry as set forth in Vol 60, page 893 of the Norfolk land records. The premises are described in a deed from J. B. H. Stanton to Elizabeth R. Hilpman and Byron Tucker dated January 28, 2011, recorded in Vol. 113 at page 380 of the Norfolk land records. Reference is also made to a survey entitled "Map Prepared for Roger and Donna Coles N.L.R. Vol. 68 pg. 938 .692 acres (30,159.53 square feet) #40 Greenwoods Road West (U.S. Route 44) Norfolk, Connecticut December 3, 1998 Scale one inch equals 20 feet" by Clifford E. Bell, L.L.S., on file as Map Number 1066 in the office of the Norfolk Town Clerk.

E. 
46 Greenwoods Road West. All that certain piece or parcel of land with all buildings and appurtenances belonging thereto, situated on the easterly side of Greenwoods Road West, in the Town of Norfolk, County of Litchfield, State of Connecticut, bounded as follows: northerly by Shepard Road; easterly by land now or formerly of Margaret S. Dillon; southerly by land now or formerly of Clementina M. Ursone; easterly three feet by land now or formerly of Clementina M. Ursone, in part and by said Greenwoods Road West, also known as State Highway Route 44; together with a right to use a certain spring or well of water situated 513 feet in a southeasterly direction south 74° 15' east from the southeast corner of land above described and also a right to lay, construct and maintain a line of pipe from said spring or well over and through land of Antonio Boscardini and to enter upon said land at any and all times for the purpose of relaying or repairing said pipe line.

An Historic District Commission is hereby established, consisting of five members who shall be electors of the Town of Norfolk, holding no salaried municipal office. The members of the Commission shall be appointed by the Selectmen for terms of five years. The appointments to membership in the Commission shall be so arranged that the term of at least one member shall expire each year, and their successors shall be appointed in like manner for terms of five years. Three alternate members of the Commission shall be appointed in like manner. One or more members or alternates of the Historic District Commission shall reside in the Historic District under the jurisdiction of the Commission, if any persons reside in any such district and are willing to serve on such Commission.
The Commission shall elect annually a Chairman, a Vice Chairman and a Clerk from its own number. All members shall serve without compensation. The Commission shall adopt rules of procedure and other rules, regulations and orders pursuant to and consistent with the General Statutes relating to historic districts; and to facilitate compliance, may, among other things, adopt a standard form of application for a certificate of appropriateness requiring such information as may be necessary for the Commission to carry out its duties.
