No person shall dispose of, throw, discard or place any waste materials, paper, metal, junk, glass or other kinds of trash and debris on the highways of the Town of Norfolk, in any building or on land owned or leased by said Town.

When any waste material or paper is thrown from a motor vehicle the operator thereof shall be deemed prima facie to have violated this chapter.

In accordance with C.G.S. § 22a-250(b), any person violating the provisions of this chapter shall be fined not more than $199. Each violation shall be deemed to be a separate offense.
