There is hereby established a Permanent Project
Building Committee for the purpose of designing and overseeing the
reconstruction of public buildings, as may be specifically authorized
by resolution of the Town Council.

The Committee shall be composed of seven regular members and two alternate members, all of whom are electors of the Town, to be appointed by a majority vote of the Town Council in accordance with § C5-3 (Minority representation) of the North Branford Charter. Members shall be appointed for a term of five years. The two additional regular members created by passage of amendment to this section shall be appointed initially for a term of five years, with appointments thereafter every five years. Terms shall expire on November 30. The Council may, by a majority vote, appoint up to two special participants to the Committee to represent the user's interests in a given project. Said special participants shall serve until the final completion and approval of such project by the Council and shall have voting powers only on matters related to the specific assignment to which they were appointed. The Mayor and Town Manager shall serve as ex officio members on the Committee without vote.

Five of the regular members appointed by the
Council shall be qualified, experienced and trained in one of the
following fields: architecture, engineering, building, construction,
law, finance or related field. The two alternate members shall represent
the general public and possess no special qualifications other than
being an elector of the Town of North Branford.
Members of the Permanent Project Building Committee
shall serve without compensation, but any expense of the Committee
shall be paid by the Town through normal appropriation procedures.
The Committee shall appoint its own Chairperson,
Secretary and establish all rules and regulations for the conduct
of the meetings. A copy of said rules and regulations shall be filed
with the Town Clerk and with the Clerk of the Town Council.
A.
The Committee, following the authorization to proceed
by the Town Council, shall work with the Town Manager in seeking professional
services, such as architect or engineer. The Committee shall interview
appropriate firms and make recommendations back to the Town Council
regarding the selection of firms.
B.
Upon approval of a firm by the Town Council and upon
authorization of the Town Council to proceed to the design phase,
the Committee shall prepare preliminary design and construction costs
for said project. Upon the completion of the design phase, the Committee
shall present these design and cost assessments back to the Town Council.
C.
Following approval of the Town Council to proceed,
the Committee shall follow the Town's procedures for bidding of said
project. Following the receipt and review of the bids, said Committee
shall make recommendations to the Town Manager for the bid award.
D.
The Permanent Project Building Committee shall be
responsible in overseeing the construction of said project and shall
give the Town Manager status reports of the project on a regular basis.
The Town Manager shall keep the Town Council advised on these status
reports. The Committee may make recommendations to the Town Council
on any phase of said project.
E.
Upon completion of said project, said Committee shall
present a written report back to the Town Council on the overall status
of the project, including its finances, warranties and other related
information, and make recommendations as to the final acceptance of
the project by the Town Council.
