There is hereby established the Solid/Hazardous Waste and Recycling
Committee, an advisory committee to the Town Council of the Town of
North Branford. The committee shall consist of nine members and three
alternates, to be appointed by the Mayor with the approval of the
Town Council. Members shall serve two-year terms and may be reappointed
without limit. Members shall be citizens of the Town of North Branford,
except Town officers and employees are also eligible for membership.
The Solid/Hazardous Waste and Recycling Committee shall hold meetings
(a majority of the committee, including the chair, but excluding unfilled
seats, shall constitute a quorum), make studies and recommendations
to promote the public safety, health and welfare of the citizens of
North Branford, and the resources and property of the Town of North
Branford, in dealing with solid/hazardous wastes, and to promote the
removal from solid waste items which are recyclable. The Solid/Hazardous
Waste and Recycling Committee shall have such other duties as may
be assigned to it by the Town Council of the Town of North Branford
from time to time.

No person shall be permitted to bring any wasted or spoiled
food or other trash into the Town of North Branford from any other
location for the purpose of feeding the same to pigs or other animals
or for any other purposes without first petitioning the Health Officer
for the Town of North Branford for a permit to do so. Said Health
Officer shall make a complete investigation of said petition and shall
issue said permit upon its findings that the petitioner is not creating
or maintaining a nuisance injurious to the public health and welfare.
Said permit so issued shall be for the term of one year and shall
be renewed, after its expiration, only upon the filing of a new petition
with said Health Officer.
For the violation of or the failure to comply
with this article, the person, partnership, corporation or association
so violating, or failing to comply, shall be fined not more than $100.
