The purpose of this chapter shall be to promote public safety and convenience through the provision of a rational street numbering system whereby addresses may be identified with the ease and speed which is essential to the quick response of emergency services such as fire-fighting, police and emergency medical care.
As used in this chapter, the following terms shall have the meanings indicated:
BUILDING UNIT
A single-family dwelling, multifamily dwelling, apartment or condominium building or motel commercial establishment, industrial building or governmental building occupied (at any time) by any person or company.
BUILDING UNIT NUMBER
A number consisting of one or more digits, each digit being no less than four inches in height and two inches in width and said digits being of such colors as to contrast with the color of the structure to which said building unit number is attached; provided, however, that a digit for the numeral ONE shall not be subject to the above stated width requirement.
OWNER
Any individual, person, firm, partnership, association, corporation, organization or legal entity of any kind including municipal corporations, government agencies or subdivisions thereof holding the legal title to real property.
STREET
Any public street or private way servicing said building unit.
The owner of a building unit shall ascertain the proper assigned building unit number for said building unit from the Town of Rocky Hill Building Department.
A.
The owner of a building unit shall display the building unit number on the building unit so as to be visible (day or night) from the street to which it relates. In the case of a building unit being more than 75 feet from said street, the owner shall, in addition to the number on the building unit, display a building unit number on a mailbox, fence or post which is located along the street line. If numbers are affixed to a mailbox, located at the street, they must appear on both sides of the mailbox.
B.
For apartments, condominiums and industrial and commercial buildings, each principal building shall bear the number assigned the frontage on which the front entrance is located. In cases where a principal building is occupied by more than one business or family dwelling unit, each separate front entrance on such principal building shall bear a separate assigned number or letter.
C.
In developments with more than one building and lot, building unit number directories shall be allowed on a freestanding post visible at least 75 feet from the said street. The directorial signs are to comply with all current zoning regulations and Town ordinances.
Prior to the issuance of a certificate of occupancy for any building unit by the Town Building Official, the owner shall fully comply with the provisions of this chapter. The owner of a building unit in existence as of the effective date of this chapter shall cause the building unit number to be displayed per the provisions of this chapter by December 1, 1994.
Should a building unit number become damaged, the owner shall repair the same within 14 days of written notice by the Town Police Department to the owner's most recent mailing address as listed with the Town Assessor.
A.
Any owner who violates this chapter shall be fined an amount not to exceed $50 for each violation, with each day to be considered a separate violation. However, any violations cited within 30 days of the effective date of this chapter shall be given a warning only.
B.
The Building Inspector and/or his/her designated agents shall be responsible for enforcing the provisions and carrying out the intent of this chapter.
