As used in this chapter, the following terms shall have the meanings indicated:
BUILDING SEWERThe extension from the building drain to the public sewer or other place of disposal.
COMMERCIAL WASTESThe liquid wastes from commercial processes as distinct from sanitary sewage.
COOLING WATERIncludes clean wastewater from air-conditioning, industrial cooling, condensing and similar apparatus and from hydraulically powered equipment. In general, "cooling water" will include only water which is sufficiently clean and unpolluted to admit of being discharged, without treatment or purification, into any natural open stream or watercourse without offense.
DESIGNATED AGENTThat person designated by the Water Pollution Control Authority to implement and enforce the provisions of this chapter, or his authorized deputy, agent or representative, in addition to the authority conferred upon such designated agent by the Public Health Code, Building Code, Chapter
214, Zoning, and other laws and ordinances of the Town of Somers and/or the State of Connecticut.

DRAIN or BUILDING DRAINThat part of the lowest horizontal piping of a drainage system that receives only sanitary waste discharged from pipes inside the walls of the building and conveys it to the building sewer, beginning five (5) feet outside the inner face of the building wall.
GARBAGESolid wastes from the preparation, cooking and dispensing of food and from the handling, storage and sale of produce.
INDUSTRIAL WASTESThe liquid wastes from industrial processes as distinct from sanitary sewage.
NATURAL OUTLETRivers, streams, brooks, waterways, lakes, ponds, marshes, swamps, bogs and other bodies of water, natural or artificial, public or private, which are contained within, flow through or border upon the boundaries of the Town of Somers.
ON-PREMISES RESTAURANT KITCHENKitchen facilities situated in a commercial restaurant open to the public where the food prepared therein is consumed on the premises.
PERSONAny individual, firm, company, association, society, corporation or group.
pHThe logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.

PROPERLY SHREDDED GARBAGEThe wastes from the preparation, cooking and dispensing of food, which have been shredded to such degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half (1/2) inch in any dimension.
PROVISIONS OF THIS CHAPTERRefers to the provisions and requirements of this chapter, the Public Health Code, Building Code, Chapter
214, Zoning, planning regulations, Chapter
213, Subdivision of Land, Chapter
211, Inland Wetlands and Watercourses, and any other statute, ordinance or regulation of the Town of Somers and/or the State of Connecticut.
PUBLIC SANITARY SEWERA sewer in which all owners of abutting properties have equal rights and which is controlled by public authority.
SANITARY SEWERA sewer which carries sewage and to which storm-, surface and ground waters are not intentionally admitted.
SEPTIC TANK or PRIVATE SEPTIC DISPOSAL SYSTEMAn on-site, subsurface waste disposal system constructed and maintained in accordance with all requirements of the Public Health Code, Building Code, Chapter
214, Zoning, this chapter and any other regulations, laws or ordinances of the Town of Somers and/or the State of Connecticut.
SEWAGEA combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments, excluding, however, all those industrial and commercial wastes other than from toilets, normal bathroom use or on-premises restaurant kitchens.
SEWERA pipe or conduit for carrying sewage.
SUBSOIL DRAINAGEIncludes water from the soil percolating into subsoil drains and through foundation walls, basement floors or from underground pipes or from similar sources.
SUSPENDED SOLIDSTotal suspended matter that either floats on the surface of or in suspension in water, sewage or other liquids and which is removable by laboratory filtering.

WATERCOURSEA channel in which a flow of water occurs, either continuously or intermittently.
