At the reorganization meeting each year, the President of Council shall
designate a member of Council to serve as President whenever the President
is ill or anticipates being absent or unable to carry out a specific task
or carry out the duties of the Office of President for a specified temporary
period of time.
Each such request by the President shall be in writing or, if made orally,
shall be followed up by a written request which shall be made official in
the town records.

At the annual reorganization meeting, or at any other time at which
it may become necessary, Council shall designate and specify the persons authorized
to sign checks written on Town of Fenwick Island accounts.
All checks shall have two (2) signatures, one (1) of which shall be
the President of Council or the Treasurer.
