A.
The Board of Health is hereby empowered to authorize, at its discretion, the Executive Secretary of the Board, in the name of the Board, to grant, renew and temporarily suspend permits for the following businesses and practices, and also any for other matters in respect to any subject which is within the power and authority of the Board; construction or use of a well; construction and use of a privy, privy vault, latrine, septic tank, cesspool, or water closet that is not connected with the City sewer system; transporting excreta or the contents of a privy, vault, latrine, septic tank or cesspool; transporting garbage, refuse, rubbish or other waste material other than by an authorized representative of the City; fumigation and the use of exterminators or insecticides; construction or maintenance of artificial swimming pools and bathing places; food establishments and public eating houses and persons employed therein; slaughterhouses for meat and poultry; milk and milk products, and milk pasteurizing plants.
B.
The Board is hereby empowered to revoke permits within its jurisdiction, but in such instances the aggrieved party shall on request be granted a hearing by the Board under such rules as the Board may provide, but notwithstanding any such rules, the Board shall have power to grant or refuse a stay in any particular case.
