The Mayor and Council of New Castle believe
that recycling provides numerous benefits to the citizens of New Castle,
such as reducing the consumption of nonrenewable sources of energy
and raw materials; extending the life of landfills and reducing municipal
costs associated with landfill fees; reducing emissions of greenhouse
gases; and saving energy. It is thus the intention of this article
to establish a recycling program where economically feasible.
The Director of Public Services or his or her
designee is directed to establish a yard waste recycling program to
recycle yard waste items such as grass clippings, tree trimmings,
leaves, disposed Christmas trees, and other such organic material
that may, upon the opinion of the Public Services Director, be reasonably
recycled.
Individuals may appeal enforcement action to
the Board of Building Appeals.
