Any person, firm, corporation, partnership or other entity who desires to open or excavate any street, highway, sidewalk or public right-of-way within the City of New Castle shall, before performing any work, obtain an opening permit from the city.

Any person obtaining such a permit shall perform all work, including opening and closing the street, highway, sidewalk or public right-of-way, in accordance with the regulations duly adopted by the Council.
Council shall adopt by resolution rules and regulations regarding standards and criteria concerning street openings and closings.[1]
