It shall be unlawful for any person to leave or abandon a motor vehicle or motor-drawn vehicle on any street, off-street lands or premises within the City of Northfield.

A. 
It shall be unlawful for any person, owner, possessor or occupant to permit, store or place on off-street lands or premises within the City of Northfield any motor vehicle or motor-drawn vehicle which is unregistered, not licensed or in such a state of disrepair as to be incapable of operation, unless such motor vehicle or motor-drawn vehicle shall be stored within a fully enclosed structure.
B. 
It shall be unlawful for any person to keep or permit the keeping on streets, vacant lots and residential lawns, except in a fully enclosed structure, any motor vehicle, trailer or semitrailer which:
(1) 
Is missing tires, wheels, engine or any essential parts;
(2) 
Displays extensive body damage or deterioration;
(3) 
Does not display a current, valid state registration (license); or
(4) 
Is wrecked, disassembled or partially disassembled or in such a state of disrepair as to be incapable of operation.
For purposes of this chapter, the following terms shall have the meanings indicated:
OPERATION
Shall be synonymous with "drive," which shall have its ordinary and common meaning in that the motor vehicle or motor-drawn vehicle is capable of being set in motion by operation of the normal and necessary machinery of the vehicle and capable of complying with the requirements of the State of New Jersey for registration, inspection and operation on the highways of the state.

For any violation of this chapter, a notice may be issued by the Police Department or Zoning Officer setting forth the violation and requiring that the chapter be complied with within seven days. If, after the expiration of that period, the chapter has not been complied with, a summons shall issue for violation of this chapter.
A. 
The penalty for violation of any provision of this article shall be as set forth in Chapter 1, General Provisions, § 1-15.[1]

B. 
Each vehicle abandoned or maintained in violation of this chapter shall constitute a separate offense under this chapter, and each day that a violation shall be permitted to exist after expiration of seven days' notice shall constitute a separate offense for each such vehicle.
When any motor vehicle or motor-drawn vehicle has to be removed from municipal property under this chapter by direction of a police officer, the procedure set forth in N.J.S.A. 39:4-136 and in N.J.S.A. 39:5-47 shall be followed.
This chapter shall not apply to any duly licensed garage, service station or repair shop, properly zoned and operating within the City of Northfield.
