The provisions of Chapter 124 of the General Statutes of the State of Connecticut, as amended, are hereby adopted.
There shall be a Zoning and Planning Commission of the Town of Colchester, which shall have all the powers and duties prescribed by Chapters 124 and 126 of the Connecticut General Statutes, as the same may be hereafter amended.[1]

A. 
The Commission shall consist of seven members and two alternate members, all of whom shall be electors of the Town of Colchester, and, except as herein provided, the term of each member shall be for a period of three years from the date upon which such member takes office. All terms of office shall begin in December following a member's appointment to the Commission.
B. 
Any vacancy occurring prior to expiration of a Commission member's term shall be filled by appointment of the Board of Selectmen. Each appointee is to serve out the term of the member he or she has replaced.
C. 
Alternate members shall attend all meetings and shall take the place of a regular member when a regular member is absent from a meeting. Initial appointments of alternate members shall be: one through December 2004 and one through December 2005. When taking the place of an absent regular member, such alternate member shall be counted toward a quorum and shall have all the voting rights of the absent member. The Chairperson shall rotate alternates to serve in this capacity, as needed.
There shall be a Zoning Board of Appeals of the Town of Colchester, consisting of five members, who shall be electors of the Town of Colchester and who shall be appointed by the Board of Selectmen for terms of five years from the date of their appointment, one of the original members to serve for one year, one for two years, one for three years, one for four years and one for five years, subject to the provisions of C.G.S. § 8-5.
