The WPCA or its designated representative bearing proper credentials
and identification shall have the right to enter and inspect any part of any
premises served, directly or indirectly, by the sewers or drains of said Town
upon which there may be reason to believe that violations of the requirements
of the rules and regulations have occurred or are likely to occur, for the
purpose of ascertaining facts as to such violation or suspected violation,
or of obtaining samples of wastes, substances, or waters being discharged,
or of inspecting devices provided to exclude such prohibited discharges.
While performing the necessary work in private properties referred to in §
264-65 above, the WPCA or its designated representative shall observe all safety rules, applicable to the premises established by the user.
The WPCA and other duly authorized employees of the Town bearing proper
credentials and identifications shall be permitted to enter all private properties
through which the Town holds a duly granted easement for the purposes of,
but not limited to, inspection, observation, measurement, sampling, repair,
and maintenance of any portion of the sewage works lying within said easement.
All entry and subsequent work, if any, on said easement, shall be done in
full accordance with the terms of the duly negotiated easement pertaining
to the private property involved.
