Any person who may be aggrieved by an interpretation of any provision
of this chapter made by any Town official, employee or representative or by
an order issued by any Town official, employee or representative under authority
conferred by this chapter, or by any requirement of this chapter, or by any
classification of any sewer or drain made by any Town official, employee or
representative may, within 15 days after such interpretation, order, classification
or requirement, appeal therefrom to the WPCA. Any such appeal shall be in
writing, addressed to and filed with the WPCA, setting out the matter in reasonable
detail and completeness. Said WPCA shall consider any such appeal made to
it and, if so requested by any person interested therein, shall afford all
interested parties an opportunity to be heard by the WPCA or by a committee
thereof, within 15 days of the filing of such an appeal.
The WPCA shall, within 30 days after the filing of such appeal, make
such decision in the matter of the appeal as may to it appear proper, and
give notice thereof to the appellant, and, in its discretion, may alter the
interpretation, order or requirement of the Town official, employee or representative
in whole or in part. Until such time as said WPCA shall have received and
considered an appeal and shall have voted to change such interpretation, order
or requirement, such interpretation, order or requirement shall be observed
and remain in full force and effect.
