The Chief of Police[1] is hereby empowered and authorized, subject to the approval of the Select Board, to designate and maintain by appropriate devices, marks or lines upon the surface of the roadway crosswalks at intersections where, in his opinion, there is a particular danger to pedestrians crossing the roadway and at such other places as he may deem necessary.

A. 
Crosswalks are hereby established at the following locations:
(1) 
Church Street:
(a) 
Westerly across Church Street from the walkway to Hanscom Hall to the southerly walkway/driveway to Gehring Hall.
(b) 
Westerly across Church Street from the walkway/driveway to Bingham Hall to the northerly walkway/driveway to Gehring Hall.
(2) 
Main Street:
(a) 
Northerly across Main Street from Odeon Hall (Town office) to the Wiley Block Building.
(b) 
Northwesterly across Main Street from the intersection of Main/Philbrook Street to the Bethel Food Liner Grocery Store.
(c) 
Northwesterly across Main Street from the intersection of Main/Chapman to Key Bank.
B. 
Intersections considered crosswalks:
Broad Street and Mason Street
Broad Street and Mill Hill Road/Main Street/Church Street
Broad Street and Paradise Road
Church Street and Park Street (both ends)
Church Street and Winter Street
High Street and Elm Street
High Street and Mechanic Street
Main Street and Chapman Street
Main Street and Clark Street
Main Street and Elm Street
Main Street and Mechanic Street
Main Street and Philbrook Street
Main Street and Spring Street

Notwithstanding the foregoing provisions of this article, every driver of a vehicle shall exercise due care to avoid colliding with any pedestrian upon any roadway and shall give warning by sounding the horn when necessary and shall exercise proper precaution upon observing any child or any confused or incapacitated person upon a roadway.
A. 
Definition. For the purpose of this section, "nonmotorized vehicle" includes skateboards, roller skates, in-line (roller blade) skates, pole skis and like modes of transportation that are powered solely by human force.

B. 
Prohibited areas.

(1) 
The operation of nonmotorized vehicles, excepting bicycles, is prohibited on the below public ways within the Town of Bethel:
Chapman Street
From the Mason Street intersection to the Main Street intersection
Church Street
From Main Street intersection to the Railroad Street intersection
Kilborn Street
From the Chapman Street intersection to the Vernon Street intersection
Main Street
From the Church Street intersection to the Railroad Street intersection
Tyler Street
From the Chapman Street intersection to the Vernon Street intersection
(2) 
Sidewalks. It shall be unlawful to operate any nonmotorized vehicle on any sidewalk within the Town of Bethel, with the exception of children under 12 years of age when in the company of their parent(s) or guardian.
C. 
Operation.

(1) 
It shall be unlawful for any person to operate a nonmotorized vehicle in a reckless and/or dangerous manner on any public way within the Town of Bethel.
(2) 
It shall be unlawful for any person to operate a nonmotorized vehicle on any public way in such a manner as to impede and/or inhibit the free flow of vehicular traffic upon said way where the operation of said nonmotorized vehicles is permitted under this section.
(3) 
It shall be unlawful to operate a nonmotorized vehicle within the Town of Bethel after sunset and before sunrise.
(4) 
Nonmotorized vehicles shall be operated as far to the right of the travel lane as practicable and in single file.
D. 
Penalties. The following will be the fine schedule for any and all violations of this section:

For violations by person(s) 17 years of age or older:

First violation: written warning.
(b) 
Second violation: forfeiture of $25.
(c) 
Third violation: forfeiture of $50.
(d) 
Fourth and subsequent: forfeiture of $100.
(2) 
For violations by person(s) under 17 years of age:

First violation: written warning.
(b) 
Second violation: forfeiture of vehicle for 30 days.
(c) 
Third violation: forfeiture of vehicle for 30 days and forfeiture of $25 assessed to parent or guardian.
(d) 
Fourth and subsequent: permanent forfeiture of vehicle and forfeiture of $50 assessed to parent or guardian.
E. 
Exemptions. The Select Board may grant exemptions to this section upon written request for special events. Such request shall be accompanied by a plan to be approved by the Select Board.

Any horse using the public streets of Bethel between April 1 and October 31 shall be shod with street shoes. Summerfest or other special events shall be exempt from this requirement.
