As used in this chapter, the following terms shall have the meanings
indicated:
MINOR
Any person 17 years of age or younger.
WHEELED VEHICLE
Any vehicle on wheels propelled by hand, foot, or other power to
include but not limited to skateboards, roller skates, roller blades, bikes,
scooters, etc.
No person shall ride or operate a wheeled vehicle on any sidewalk or
other paved surface intended for pedestrians or for other vehicle traffic
in a reckless or careless manner or in a manner that is likely to result in
injury or harm to any person or property. No person shall ride on or in any
manner use a wheeled vehicle on any public sidewalk or other paved surface
intended for pedestrians or for parking of vehicles with a sail or while being
towed by any vehicle or animal.
No person shall ride or operate, or cause to be operated, any wheeled
vehicle except handicap vehicles or baby strollers upon the following sidewalks
of the following streets of the Village of Bellevue:

A violation of this chapter is a municipal civil infraction. The penalty
for a violation that is a municipal civil infraction shall be a civil fine
in an amount set by resolution of the Village Council from time to time.
In the event that any law enforcement officer of the Village of Bellevue
observes any minor operating a wheeled vehicle in violation of the provisions
of this chapter, the law enforcement officer may confiscate the wheeled vehicle
operated by said minor and shall return it only to said minor's parent or
guardian. It shall be available for return at Village Hall during normal Village
business hours as soon as the officer arrives back at the office.
