All lands presently located within the City
limits of the City of Breckenridge in Wilkin County, Minnesota, are
hereby included in the Urban Service District of the City of Breckenridge
with the exception of the following described parcels which are hereby
found and determined to be rural in character and are therefore hereby
included in the Rural Service District of the City of Breckenridge:
A. Parcel One: that part of Government Lot Two (2) in
Section Sixteen (16), Township One Hundred Thirty-two (132) North,
of Range Forty-seven (47) West, of the 5th Principal Meridian, described
as follows: Beginning at the Northeast corner of said Government Lot
Two (2); thence West along the North line of said Government Lot Two
(2) a distance of Sixty-six feet (66'); thence due South on an assumed
bearing and parallel with the East line of said Government Lot Two

of 522.96 feet, central angle of 59 26' 42" for an arc distance of
460.43 feet to the easterly line of the northeast quarter of the northwest

Meridian, described as follows: Commencing at the southwest corner
of said Section 34, thence north along the west line of said Section
34 a distance of 394.47 feet to the point of beginning, thence south
89 58' 41" west a distance of 33 feet, thence south 64 32' 49" west
a distance of 550.41 feet, thence north 25 27' 11" west a distance

(2) It is hereby found and determined that the ratio which
exists between the benefits resulting from tax supported municipal
services to parcels of land of like and true value situated in the
Rural Service District and in the Urban Service District with respect
to the above-described property is 20% and 100%, respectively.
(3) The City Council hereby finds that the above-described
property is rural in nature.
I. Parcel Nine:
(1) All that part of the fractional Northeast Quarter
of the Northwest Quarter (Fr. NE 1/4 NW 1/4) of Section Four (4) in
Township 132 North, of Range 47 West, of the Fifth Principal Meridian
in Wilkin County, Minnesota, lying west of Trunk Highway No. 75 and
described as follows, to-wit: Beginning at the northwest corner of
said fractional northeast quarter of the northwest quarter (Fr. NE
1/4 NW 1/4); running thence South along the west line of said fractional
northeast quarter of the northwest quarter (Fr. NE 1/4 NW 1/4) a distance
of 886.75 feet more or less to the north line of a certain tract conveyed
to Gordon D. Siemers and Alma M. Siemers by a certain warranty deed
dated January 14, 1975, and recorded January 21, 1975, in Book 235
of Deeds, Page 542, in the Office of the County Recorder of Wilkin
County, Minnesota; running thence east and along the north line of
said tract conveyed to Gordon D. Siemers and Alma M. Siemers a distance
of 318.75 feet more or less to the southwest corner of a certain tract
conveyed to the Interstate Broadcasting Corporation by a certain warranty
deed dated January 16, 1950, and recorded January 18, 1950, in Book
187 of Deeds, Page 323, in the Office of the County Recorder of Wilkin
County, Minnesota; running thence north and along the west line of
said tract conveyed to the Interstate Broadcasting Corporation a distance
of 400 feet to the northwest corner of said tract conveyed to the
Interstate Broadcasting Corporation; running thence east and along
the north line of said tract conveyed to the Interstate Broadcasting
Corporation a distance of 400 feet more or less to the westerly right-of-way
line of said Trunk Highway No. 75; running thence in a northerly direction
and along the westerly right-of-way line of said Trunk Highway No.
75 to the north line of said fractional northeast quarter of the northwest
quarter (Fr. NE 1/4 NW 1/4); running thence in a westerly direction
and along the north line of said fractional northeast quarter of the
northwest quarter (Fr. NE 1/4 NW 1/4) a distance of 653.84 feet more
or less to the point of beginning, subject to all easements of record
and all existing highways and highway right-of-way.
(2) It is hereby found and determined that the ratio which
exists between the benefits resulting from tax supported municipal
services to parcels of land of like and true value situated in the
Rural Service District and in the Urban Service District with respect
to the above-described property is 20% and 100%, respectively.
(3) The City Council hereby finds that the above-described
property is rural in nature.
J. Parcel Ten:
(1) All that part of the northwest quarter of the northwest
quarter (NW 1/4 NW 1/4) of Section 10, Township 132 North, of Range
47 West, of the Fifth Principal Meridian described as follows, to-wit:
commencing at the northwest corner of said Section 10; thence in an
easterly direction along the northerly line of said Section 10 a distance
of 1120 feet; thence in a southerly direction at right angles a distance
of 330.75 feet; thence in a westerly direction a distance of 1120
feet to the west line of said Section 10; thence in a northerly direction
a distance of 330.75 feet to the point of beginning.
(2) It is hereby found and determined that the ratio which
exists between the benefits resulting from tax supported municipal
services to parcels of land of like and true value situated in the
Rural Service District and in the Urban Service District with respect
to the above-described property is 20% and 100% respectively.
(3) The City Council hereby finds that the above-described
property is rural in nature.
The following described lands not presently
located within the City limits of the City of Breckenridge, Minnesota,
are rural in character and shall if annexed to the City of Breckenridge
be included in the Rural Service District of the City of Breckenridge,
Minnesota: all tracts or parcels of land lying and being in the County
of Wilkin and State of Minnesota, described as follows:
A. Tract No. 1: all that portion of the Northeast Quarter
of the Southwest Quarter (NE 1/4 SW 1/4) of Section Ten (10) lying
south of the right-of-way of the Northern Pacific Railway and also
all that part of the Northwest Quarter of the Southeast Quarter (NW
1/4 SE 1/4) of Section Ten (10) lying south of the right-of-way of
the Northern Pacific Railway, all in Township One Hundred Thirty-two
(132) North, of Range Forty-seven (47) West, of the 5th Principal
Meridian.
B. Tract No. 2: all that part of the Northwest Quarter
(NW 1/4) and that part of the Southwest Quarter of the Northeast Quarter
(SW 1/4 NE 1/4) of Section Ten (10) lying south and west of the Great
Northern Railway right-of-way as it is now laid out and established,
all in Township One Hundred Thirty-two (132) North, of Range Forty-seven
(47) West, of the 5th Principal Meridian.
C. Tract No. 3: all that part of the Southwest Quarter
(SW 1/4) and that part of the Northwest Quarter of the Southeast Quarter
(NW 1/4 SE 1/4) of Section Ten (10) lying north of the right-of-way
of the Northern Pacific Railway Company as now laid out and established
and south and west of the Great Northern Railway Co. right-of-way
as now laid out and established, all in Township one Hundred Thirty-two
(132) North of Range Forty-seven (47) West, of the 5th Principal Meridian.
D. Tract No. 4: all that part of the East Half of the
Southeast Quarter (E 1/2 SE 1/4) of the Northeast Quarter (NE 1/4)
of Section Nine (9) in Township One Hundred Thirty-two (132) North,
of Range Forty-seven (47). West, of the 5th Principal Meridian, known
before vacation of a part of the plat of the Town of Breckenridge
as Block Five Hundred Twenty (520) and part of Block Five Hundred
Thirty-nine (539) of said Town of Breckenridge, together with the
vacated portion of Thirteenth Street and Dacotah Avenue adjacent thereto,
to the center line thereof and that part of vacated Fourteenth Street
in said Town of Breckenridge lying between said Block Five Hundred
Twenty (520) and said Block Five Hundred Thirty-nine (539), and excepting
that part heretobefore conveyed for railway right-of-way purposes
by deed recorded in the Office of the Register of Deeds of Wilkin
County, Minnesota, in Book Sixty-six (66) of Deeds, page Five Hundred
Fifteen (515).
It is hereby found and determined that the ratio
which exists between the benefits resulting from tax supported municipal
services to parcels of land of like full and true value situated in
the Rural Service District and in the Urban Service District respectively
are as follows:
A. As to Parcel No. One described hereinabove: 20% and
100%, respectively.
B. As to all other parcels or tracts described hereinabove:
6% and 100%, respectively.

the County of Wilkin, State of Minnesota, and currently classified,
pursuant to this chapter, as a Rural Service District property, be
and the same hereby is reclassified as Urban Service District property:

Section Sixteen, Township 132 North, Range 47 West of the Fifth Principal
Meridian, in the City of Breckenridge, Wilkin County, Minnesota, described
as follows: Beginning at an existing iron monument at the southeast
corner of Lot 7, Fourth South Side Addition to the City of Breckenridge,
Minnesota; thence on an assumed bearing of due south a distance of
126.36 feet; thence due east (adjust bearing of north 89 degrees 47
minutes 45 seconds east) a distance of 25.65 feet; thence south 40
degrees 19 minutes 54 seconds west a distance of 240.49 feet; thence
due west a distance of 148.60 feet; thence north 28 degrees 47 minutes
west (adjusted bearing of north 28 degrees 47 minutes 40 seconds west)
a distance of 34.04 feet; thence due north a distance of 278.71 feet
to the southwest corner of said Lot 7, Fourth South Side Addition
to the City of Breckenridge; thence north 89 degrees 47 minutes 45
seconds east on and along the south line of said Lot 7, Fourth South
Side Addition to the City of Breckenridge, Minnesota, a distance of
295.00 feet to the point of beginning.
B. Parcel Two: all that part of the SE 1/4 of the NW
1/4 of Section 4, and that part of Auditor's Sublot A in Government
Lot 8 in said Section 4, all within Township 132 North, Range 47 West
of the Fifth Principal Meridian, in the City of Breckenridge, Wilkin
County, Minnesota, described as follows: Commencing at an existing
iron monument at the intersection of the East-West quarter line of
said Section 4 and the easterly right-of-way line of Trunk Highway
No. 75 as said lines are shown on State Highway right-of-way Plat
No. 84-3 on file and of record in the office of the County Recorder
in and for said Wilkin County; thence on an assumed bearing of South
2 degrees 23 minutes 20 seconds west on and along said easterly right-of-way
line a distance of 3.82 feet to its intersection with the easterly
extension of the existing center line of Wilkin Avenue and to the
point of beginning; thence North 2 degrees 23 minutes 20 seconds east
on and along said easterly right-of-way line of Trunk Highway No.
75 a distance of 310.17 feet; thence south 87 degrees 36 minutes 40
seconds east a distance of 352.88 feet; thence south 2 degrees 23
minutes 20 seconds west a distance of 330.63 feet to the northwesterly
limits of the certain tract acquired by the City of Breckenridge for
public use and described in the Certificate of Lands acquired by condemnation
dated April 10, 1947, and filed for record in the office of the County
Recorder (formerly Register of Deeds); thence south 77 degrees 34
minutes 31 seconds west on and along the above described northwesterly
limits of that certain tract acquired by the City of Breckenridge
a distance of 45.49 feet; thence north 0 degrees 55 minutes 40 seconds
east on and along the most easterly line of a certain tract described
and recorded in Book 230 on page 618 on file in said Office of the
