A. 
There is hereby created an Environmental Commission to consist of seven members, one of whom shall be a member of the Planning Board, and two alternates, all of whom shall be residents of the Borough. The members of the Commission shall be appointed by the Mayor and shall serve without compensation except as hereafter provided. One of the members shall be designated by the Mayor as Chairperson, and that member shall act as the presiding officer of the Commission.
B. 
The two alternate members shall be appointed by the Mayor and who shall be designated at the time of appointment as "Alternate No. 1" and "Alternate No. 2." Of the alternates, Alternate No. 1 shall be appointed for a two-year term and Alternate No. 2 shall be appointed for a one-year term. Thereafter, the term of each such alternate member shall be two years.
C. 
Alternate members may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall have priority.
The terms of office of the first Commissioners shall be for one, two or three years, to be designated by the Mayor in making his/her appointments, so that the terms of approximately 1/3 of the Commission shall expire each year. Thereafter, the Commissioners shall be appointed for terms of three years and until the appointment and qualification of their successors.

The Mayor may remove any member or alternate of the Commission for cause, on written charges served upon the member or alternate and after a hearing at which the member or alternate shall be entitled to be heard, in person or by counsel. A vacancy on the Commission occurring other than by expiration of a term shall be filled for the unexpired term in the same manner as an original appointment.
The Mayor and Council may, from time to time, appropriate funds for the expenses incurred by the Environmental Commission. The Commission may employ such clerks or other employees as it may require, within the limits of funds approved by the Council. The Commission shall keep records of its meetings and activities and shall make an annual report to the Mayor and Council.
The Commission is established for the protection, development or use of natural resources, including water resources, located within the territorial limits of the Borough, and shall have the powers provided in N.J.S.A. 40:56A-1 through 40:56A-6, as the same may, from time to time, be amended.
