There shall be a Department of Regional Planning and Economic Development, the head of which shall be a member of the classified service, subject to the advice and consent of the Board of County Commissioners who shall be qualified by education, training or experience for the duties of the office. The Department of Regional Planning and Economic Development shall be responsible for the provision of general regional planning and economic development efforts undertaken by the County, either independently or in unison with other private and public partnerships.
The work of the Department shall be organized among and within the Divisions and Offices designated as follows:

A. 
There shall be an Office of Policy and Planning, the head of which shall be in the unclassified service, who shall be qualified by training, education or experience for the duties of the office.
B. 
The Office of Policy and Planning shall:
(1) 
Assist the County Executive in setting, prioritizing and articulating overall plans, goals and policies for the County.
(2) 
Develop plans to address the County's present and future infrastructure, human services, economic development, health, and physical plant needs, including development of the Capital Plan.
(3) 
Engage in all long-range planning relating to human services and to the development and conservation of lands and natural resources and to the provision of all physical facilities within the County, to include open space, recreation, land use, solid waste, water quality and transportation.
(4) 
Coordinate local and regional planning activities.
(5) 
Assist the County Administrator in the preparation of a capital budget and a capital program.
(6) 
Assist municipal planning agencies, within the limit of available funds, upon request.
(7) 
Provide staff reports to the Development Review Committee (DRC) established in § 4-64.10M(3) for the review of subdivision plan applications and site plan applications.
(8) 
Through the Development Review Committee established in § 4-64.10M(3), approve or disapprove applications for site plans or subdivisions subject to County jurisdiction pursuant to N.J.S.A. 40:27-6.2, 40:27-6.3, 40:27-6.4, 40:27-6.5, 40:27-6.6 and 40:27-6.7, subject to the rights of appeal conferred by N.J.S.A. 40:27-6.9.
(9) 
Make and adopt the County Master Plan pursuant to N.J.S.A. 40:27-2 and 40:27-4.
(10) 
Pursuant to the Atlantic County Land Development Standards Ordinance and the 208 Water Quality Management Plan Amendment Procedures Ordinance,[1] consider applications for 208 Plan amendments, hold public hearings thereon, if appropriate, and make final decisions to adopt or proceed with proposed amendments, in accordance with N.J.S.A. 58-11A-1 et seq. and N.J.A.C. 7:15-3.4.

(11) 
Encourage, promote and stimulate the maximum use of the commercial, industrial and residential resources of the County and its several municipalities.
(12) 
Provide promotional programs to inform business and industry about the benefits of locating within the County.
(13) 
Act as a coordinating office between business and government.
(14) 
Assist existing business and industry to solve current problems and to plan for future development.
C. 
Planning Advisory Board. There shall be a Planning Advisory Board, within the Office of Policy and Planning, as established by § 4-64.10M.
D. 
Solid Waste Advisory Council. There shall be a Solid Waste Advisory Council, within the Office of Policy and Planning, as established by § 4-64.11C.

A. 
There shall be an Office of Geographic Information Systems, the head of which shall be in the unclassified service, who shall be qualified by training, education or experience for the duties of the office.
B. 
The Office of Geographic Information Systems (GIS) shall create, develop and maintain a geographic information system for use in regional planning and economic development projects, including but not limited to mapping, resource management, site characterization, environmental impact and risk assessment, regulatory compliances, waste management and other environmental related issues, tax, election, master planning and other GIS products. The GIS office, through the interrelationships developed by the Department of Regional Planning and Economic Development, shall serve as a resource to the County, its departments and its planning and development partners, both public and private.

There shall be a Construction Board of Appeals within the Department of Regional Planning and Economic Development, as established by § 4-64.11B.

There shall be a Division of Engineering, the head of which shall be the County Engineer, who shall be a member of the unclassified service. The County Engineer shall be a licensed professional engineer of New Jersey who shall be qualified by training, experience or education for the duties of the office. The Division of Engineering shall:
A. 
Provide professional engineering services and advice as the County Executive shall designate.
B. 
Maintain County maps, charts, engineering data and records as may be required for the proper and efficient technical administration of public works functions.
C. 
Plan and design or cause to be planned and designed roads, bridges and all necessary appurtenances.
D. 
Perform related review and permit functions necessary to the road and bridge system.
E. 
Coordinate canal construction and drainage systems.
F. 
Perform such surveys and field inspections as may be necessary or desirable for County projects.
G. 
Inspect the work performed under County construction contracts and certify for payment work which is approved as in compliance with the contract, when required.
H. 
Order a reduction of a regular speed limit for the purposes of performing maintenance or repairs on a County highway or bridge where such reduction in speed is desirable or necessary for the safe performance of such maintenance or repairs, all as provided for and in accordance with N.J.S.A. 39:4-98.2.[2]
