The Deputy Municipal Clerk shall have all the powers and perform all the duties of the Municipal Clerk during such times and for such specific periods as the Municipal Clerk is absent, disabled or otherwise unable to perform his duties. The Deputy Municipal Clerk shall assist the Municipal Clerk in the performance of the duties of the Municipal Clerk's office.
