Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.

Whenever certain hours are named in this chapter, they shall mean either Eastern standard time or Eastern daylight saving time as may be in current use in the Borough.
A.
Regulations not exclusive. The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
B.
Parking prohibited during state of emergency.
(1)
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary "Emergency No Parking" signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of "Emergency No Parking" signs when weather conditions, accidents, fires, public celebrations, etc., dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that "Emergency No Parking" signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of signs.

Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
(3)
The effectiveness of this subsection is contingent upon signs being erected as required by law.
C.
Parking prohibited at all times on certain streets; parking prohibited during certain seasons. No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and made a part of this chapter. No person shall park a vehicle at any time specified upon any of the streets or parts thereof described in Schedule IA attached to and made a part of this chapter.

D.
Parking prohibited during certain hours on certain streets. No person shall park a vehicle between the hours specified in Schedule II of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule II attached to and made a part of this chapter.
E.
Stopping or standing during certain hours on certain streets. No person shall stop or stand a vehicle between the hours specified in Schedule III of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule III attached to and made a part of this chapter.
F.
Parking time limited on certain streets. No person shall park a vehicle for longer than the time limit shown in Schedule IV at any time between the hours listed in Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.
G.
Handicapped parking: violations, penalties and towing.

No person shall park a vehicle in a parking space designated and marked as being set aside for the physically handicapped in any parking facility or in any location designated for handicapped parking on Schedule XVI hereof unless said vehicle shall have affixed thereto an identification certificate or marker issued by the New Jersey Director of the Division of Motor Vehicles.
(2)
Parking in a handicapped space without the aforesaid vehicle identification shall create a rebuttable presumption that use of the space was not for the physically handicapped.
(3)
Any person violating any provision of this subsection shall be punishable as provided in § 195-11.

In addition to the foregoing, a law enforcement officer personally, or at the request of an eligible handicapped person, may cause the removal and storage of a motor vehicle unlawfully parked in a parking space restricted for use by a handicapped person. The owner of said motor vehicle shall be liable for reasonable costs for removal and storage as a result of the violation and removal.
H.
Angle parking. Angle parking shall be permitted and strictly limited to the following streets:

Bayview Avenue, east side, between Sixth Street and Seventh Street.
I.
Commercial vehicle parking prohibited during certain hours. No person shall park a commercial motor vehicle (in excess of 6,000 pounds gross weight) on any public street within the Borough between the hours of 12:00 midnight and 5:00 a.m.

A.
Pursuant to the provisions of N.J.S.A. 40:67-16.1, the streets or parts of streets described in Schedule V are hereby designated as a truck route for trucks over four tons' gross weight, and such trucks are hereby excluded from all other streets, except for the pickup or delivery of materials along such streets, said Schedule V being attached hereto and made a part of this chapter.
B.
Streets forming the truck route shall be clearly marked by signs placed and maintained to clearly show the truck routes by both day and night. Said signs shall designate the weight of the trucks which are required to use said truck routes.
The streets or parts of streets described in Schedule VI attached to and made a part of this chapter are hereby designated as one-way streets in the direction indicated.
A.
Through streets. Pursuant to the provisions of N.J.S.A. 39:4-140, the streets or parts of streets described in Schedule VII attached to and made a part of this chapter are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through street, except where yield right-of-way signs are provided for in the designations.
B.
Stop intersections. Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule VIII attached to and made a part of this chapter are hereby designated as stop intersections. Stop signs shall be installed as provided therein.
C.
Yield intersections. Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule IX attached to and made a part of this chapter are hereby designated as yield intersections. Yield right-of-way signs shall be installed as provided therein.
The locations described in Schedule X attached to and made a part of this chapter are hereby designated as loading zones.
The locations described in Schedule XI attached to and made a part of this chapter are hereby designated as taxi stands.
The locations described in Schedule XII attached to and made a part of this chapter are hereby designated as bus stops.

The locations described in Schedule XII-A of § 195-23.1 of this chapter are hereby designated as dedicated parking spaces for the purposes provided therein, and parking in said dedicated parking spaces shall be restricted to said purpose accordingly.
A.
Left turn prohibited. No person shall make a left turn at any of the locations described in Schedule XIII attached to and made a part of chapter.
B.
U-turn prohibitions. No person shall make a U-turn at any of the locations described in Schedule XIV attached to and made a part of this chapter.
C.
No turns. No person shall make a turn at any of the locations described in Schedule XV attached to and made a part of this chapter.

No person or business entity shall obstruct the roadway surface of any of the locations described in Schedule XVII attached to and made a part of this chapter. This prohibition includes, but is not limited to, obstructions caused by commercial water hoses placed across the roadway.

In accordance with the provisions of § 195-3D, no person shall park any commercial vehicle, trailer, camper or any recreation vehicle overnight upon any of the streets within the Borough between the hours of 8:00 p.m. and 6:00 a.m. Recreational vehicles shall include, but are not limited to, the following: all types of boats, boat trailers, campers, camper trailers, canoes, jet skis, jet ski trailers, kayaks, motor homes, snowmobiles, trailers, open utility trailers, enclosed storage trailers, and any other vehicle used for recreational purposes.
