A. 
Certain federal funds are potentially available to the County of Bergen, State of New Jersey, under Title I of the Housing and Community Development Act of 1974, 42 U.S.C. § 5301 et seq., commonly known as "Community Development Revenue Sharing."
B. 
It is necessary to establish a legal basis for the county and its people to benefit from this program.
A. 
An agreement has been proposed pursuant to which the Borough of Bergenfield and the County of Bergen, State of New Jersey, in cooperation with other Bergen County municipalities, will establish an Interlocal Services Program pursuant to N.J.S.A. 40:8A-1.
B. 
The agreement executed by the Mayor and Borough Clerk, in form satisfactory to them, in accordance with the provisions of law, shall be entitled "Agreement Between the County of Bergen, State of New Jersey, and certain municipalities located therein, for the establishment of a cooperative means of conducting certain community development activities," a prototype copy of which is attached hereto.
