A.
No sewage, human or animal excremental matter, or waste products of any factory, workshop, mill, business or industry, or other polluting matter shall be placed in, or discharged directly or indirectly into the waters flowing or standing in the Borough, or placed upon ice or banks of any river, brook, pond, stream, ditch, lake or any tributary or branch thereof or other body of water in such a manner as to cause or threaten injury to the health of the inhabitants of the Borough of Bergenfield either in health or property or cause the degradation of water quality which may result in damage to the aquatic community and wildlife adjacent to the ditch, stream, brook, pond, lake, river or other body of water in question.
B.
The Health Officer or his authorized agents shall have the authority to:
(1)
Survey stream banks to locate outfall pipes discharging sewage and/or industrial waste;
(2)
Collect effluent and stream samples, when indicated, and provide for laboratory analyses to aid in evaluating stream pollution;
(3)
Determine sources of pollution through physical inspection and dye testings; and
(4)
Maintain a current file on each source of stream pollution to include the type, magnitude and person or agency responsible, as well as inspection reports, laboratory reports and enforcement action taken.
