A. 
Any person, being the owner, manager, operator or otherwise in charge of any parking area or driveway, shall provide suitable drainage at his or her own cost or expense to prevent water quantity or manner as to create a nuisance or hazard.
B. 
No use of lands shall be permitted which changes or alters existing drainage patterns, nor shall any changes of existing ground elevations be permitted which would allow surface drainage to drain onto any abutting property. If alternate drainage facilities are provided, they shall be equal to, or superior to, the previous existing drainage patterns on said lot. Any alternate facilities shall be certified by a registered architect or licensed engineer or approved by the Code Enforcement Officer, or both.
Any person violating any provision of this chapter shall be subject to a fine or penalty not to exceed $250.
