A.
Generally. No person shall exercise the business or trade of auctioneer, or sell any property at public auction or outcry within the City, without first having obtained a license to act as such auctioneer.
B.
Exceptions. Nothing in this article shall:
(1)
Prevent the Council from issuing a permit to a person who has been engaged in business in the City for at least one year to sell at public auction in his or her place of business from his or her own stock goods not purchased for the purpose of being sold at auction for such length of time not exceeding 10 days at any one time and between such hours and upon payment of such fee as the Council may fix; or
(2)
Be deemed to require a license for the sale of property under a judgment, decree or order of any court, or to close any estate in the course of administration.
