The provisions set forth in Article 19-A of the General Municipal Law shall govern the establishment and operation of Business Improvement Districts and the Business Improvement Districts Management Association within the City of Auburn.
Any amendments or extensions of any proposed Business Improvement District shall be made in accordance with the provisions set forth in Article 19-A of the General Municipal Law.
This article shall become effective upon compliance with the requirements of Article 19-A of the General Municipal Law and upon compliance with all other requirements of law.

The Auburn Downtown Business Improvement District shall be and is hereby established in the City of Auburn, the City Council having found that the establishment of the Business Improvement District is in the public interest; that all notice, mailing and hearing requirements have been complied with; that all properties within the district will benefit from its establishment; and that all property benefited is included in the boundaries of the district. The boundaries of said district are contained in the district plan attached to Resolution No. 221 of this body dated November 20, 2000, calling for a public hearing, and are set forth below:
All that tract, or parcels of land, situate in the City of Auburn, County of Cayuga and State of New York, more particularly bounded and described as follows:
Northward from intersection of Genesee Street and North Street:
Northwest Side: All properties fronting North Street from Genesee Street to Chapel Street.
Northwest Side: All properties fronting Dill Street from Genesee Street to Chapel Street.
Northwest Side: All properties fronting State Street from Dill Street to Arterial East.
Northwest Side: All properties fronting Clark Street from Dill Street to Tax Parcel No. 115.52-1-28.
Northwest Side: All properties fronting Clark Street from Dill Street to Tax Parcel No. 115.60-2-36.1.
Northwest Side: All properties fronting East Garden Street from North Street to Tax Parcel No. 116.37-1-40 and Tax Parcel No. 116.45-1-2.
Northwest Side: All properties fronting Genesee Street from North Street to Tax Parcel No. 115.60-2-67.
Northeast Side: All properties fronting North Street from Genesee Street to Tax Parcel No. 116.37-1-9.
Northeast Side: All properties fronting Genesee Street from North Street to East Genesee Street.
Northeast Side: All properties fronting Market Street from Genesee Street to North Street.
Northeast Side: All properties fronting East Genesee Street from Genesee Street to Tax Parcel No. 116.46-1-16, including Tax Parcel No. 116.46-1-10 rear parcel located behind 23 Genesee Street, and Tax Parcel No. 116.46-1-9 rear parcel located behind 25 Genesee Street.
Northeast Side: All properties fronting Seminary Street from East Genesee to Arterial East.
Northeast Side: All properties fronting John Street from East Genesee Street to Arterial East (west side of street excluding Tax Parcel No. 116.46-1-8, No. 116.46-1-11).
Southward from intersection of Genesee Street and South Street:
Southwest Side: All properties fronting South Street from Genesee Street to William Street.
Southwest Side: All properties fronting Genesee Street from South Street to Tax Parcel No. 115.60-1-38.
Southwest Side: All properties fronting William Street from Genesee Street to Tax Parcel No. 116.61-1-25.
Southeast Side: All properties fronting Genesee Street from South Street to East Genesee Street.
Southeast Side: All properties fronting East Genesee Street from Genesee Street to Tax Parcel No. 116.46-1-28.
Southeast Side: All properties fronting Osborne Street from East Genesee Street to Tax Parcel No. 116.45-1-87, No. 116.45-1-85.
Southeast Side: All properties fronting South Street from Genesee Street to Grover Street including Tax Parcel No. 116.53-2-38.
Southeast Side: All properties fronting Lincoln Street from South Street to Osborne Street.
The provision of services within the district shall be pursuant to such district plan of the Auburn Downtown Business Improvement District and Memorandum of Understanding between the City of Auburn and the District Management Association. All said services shall be in addition to, and not a substitution for, required municipal services provided by the City of Auburn on a citywide basis.
A. 
To the extent not otherwise explicitly provided herein, the provisions set forth in Article 19-A of the General Municipal Law shall govern the operation of the Auburn Downtown Business Improvement District and the District Management Association in the City.
B. 
Insofar as the provisions of this article are inconsistent with the provisions of any other local law or act, the provisions of this article shall be controlling.
Any amendments to the Auburn Downtown Business Improvement District or the district plan shall be made in accordance with the provisions set forth in § 980-i of Article 19-A of the General Municipal Law.
This article shall become effective upon compliance with the requirements set forth in § 980-g of Article 19-A of the General Municipal Law and upon compliance with all other requirements of law.
