A. 
Any person aggrieved by a decision of the Code Enforcement Officer regarding this chapter, and not designated a repeat violator or nuisance property, may appeal such a decision with the City's Neighborhood Improvement Committee if he or she meets the following criteria:
(1) 
The owner's household qualifies as very low income as defined by the U.S. Department of Housing and Urban Development.
(2) 
The owner is experiencing serious health problems.
B. 
Nonetheless, if the appeal is denied, the owner must correct any deficiencies within the time frame originally set by the Code Enforcement Officer. The intent of an appeal is to reconsider and review the decision of the Code Enforcement Officer and any other relevant circumstances. An appeal is not intended to extend the time allowed for fixing code deficiencies.
