The subdivider shall provide detailed street, sidewalk and utility plans in accordance with Article
IV of these regulations and submit same to the City Engineer for approval prior to preparation of the final plat. The plans shall be prepared and signed by a qualified engineer.
Within one year of conditional approval of a
preliminary plat of a subdivision by the Planning Board, a final plat
shall be submitted to the Planning Board.
The subdivider shall prepare the final plat
in accordance with the design standards and requirements contained
in these regulations.

Three inked drawings on tracing cloth or Mylar
drafting media and two legible black and white copies of the final
plat together with a required completed written application form and
an application fee as set from time to time by resolution of the City
Council shall be filed with the City Manager at least 15 days before
the meeting of the Planning Board at which time it is to be considered.

The Planning Board shall review final plats according to the requirements set forth in General City Law § 32, Subdivision 6. If approved, it shall not be deemed final until the subdivider has complied with the provisions of §
162-21. Before approving the final plat, the Planning Board shall request a certificate from the engineer or surveyor that all of the technical requirements of the plan itself have been met and that the plat is in accordance with the laws of the State of New York, these regulations and all other local law, ordinances, rules and regulations of the City.
The subdivider shall construct and complete to the satisfaction of the City Engineer or other designated official all the street and utility improvements as specified Article
V of these regulations, or in lieu of completion the subdivider shall furnish a performance bond or other security approved by the City Attorney guaranteeing said completion within a reasonable period of time to be set by the Planning Board. Such bond or other security shall be in an amount equal to the estimated costs of completion of the improvements. Estimated improvement costs shall be approved by the City Engineer.
The final plat shall include the following information
and data:
A. Scale and sheet size. A horizontal scale of not smaller
than 100 feet to the inch, except when more than one sheet is required,
an additional index sheet of the same size shall be filed showing
to approximate scale the entire subdivision on one sheet with lot
and block numbers. An overall sheet size of 20 inches by 20 inches
or other size acceptable to the County Clerk's office for filing purposes.
B. Lines, dimensions, bearings or deflection angles,
radii, arcs, central angles. Track boundary, easements, rights-of-way,
lots, other sites, curves (dimensions in feet and hundredths of feet
and angles in degrees and minutes).
C. Streets. Exact location; width and names of all streets
or other public ways within or adjacent to the plat.
D. Sidewalks. Exact location.
E. Lots. Numbers and lines, with dimensions to hundredths
of a foot, bearing or angles to street line and all lot corners.
F. Monuments. Location and description.
G. Building lines. Minimum setback of lots and other
sites.
H. Easements. Location and purpose.
I. Adjoining unplatted and platted land. Reference by
record owners.
J. Key map. A map or plan showing the location of the
subdivision in relation to other adjoining subdivisions, streets and
municipal boundaries.
K. Titles and certificates. Title under which subdivision
is to be recorded; name of city, county and state; names and addresses
of owner and subdivider; North arrow; name, address, certification
of professional engineer or land surveyor; date of survey.
L. Signatures. There shall be a place for signature of
the Chairman of the Planning Board and date approved by the Planning
Board. A place for signature or certificate of the City Engineer shall
be provided.
M. The final
plat shall be accompanied by an abstract of title showing the ownership
of all property and easements to be dedicated to the City, indicating
that the property and easements are free and clear of all encumbrances.

N. Offer of dedication. Streets, parks and other public
improvements shown on a subdivision plan to be recorded will be offered
for dedication to the city or other political entity by formal notation
thereof on the plan. They shall be deemed to be a private street,
park or improvement until such time as the same has been offered for
dedication and accepted by the Council or other appropriate authority.
