The City Council, being the municipal authorities of the City of Bradford, hereby signifies its intention and desire to organize an Authority under the provisions of the Municipality Authorities Act of 1945, as amended.[1]

Section 3 of this ordinance directed the proper city officers to publish notice of the ordinance and the day when the Articles were to be filed with the commonwealth at least one (1) time in a newspaper published and of general circulation in the county; to file the Articles, with proof of publication, with the Secretary of the commonwealth; and to do all other things necessary to effect the incorporation of the Authority.

The Mayor and the City Clerk are hereby authorized and directed to execute on behalf of the City of Bradford Articles of Incorporation for said Authority substantially in the following form:
Articles of Incorporation
To the Secretary of the Commonwealth
Commonwealth of Pennsylvania
  In compliance with the Act of May 2, 1945, P.L. 382, as amended, the City of Bradford, McKean County, Pennsylvania, pursuant to a duly adopted ordinance authorizing the formation of a Municipal Authority, hereby certifies:
A.
The name of the Authority shall be: Bradford City Water Authority.
B.
This Authority is formed under the Act of May 2, 1945, P.L. 382, as amended.
C.
No other Authority organized under the Act of May 2, 1945, P.L. 382, as amended, or under the Act of June 28, 1935, P.L. 463, as amended, is in existence in or for the incorporating municipality, the City of Bradford, except that the City of Bradford, the County of McKean, the Townships of Foster, Bradford and Lafayette and the Borough of Lewis Run have jointly organized the Bradford District Flood Control Authority.
D.
The name of the incorporating municipality is the City of Bradford, McKean County, Pennsylvania.
E.
The names and addresses of the Mayor and Councilmen of said incorporating municipality are as follows.[1]
F.
The names, addresses and terms of office of the members of the Board of the Bradford City Water Authority shall be as follows.[2]

G.
The ordinance authorizing the creation of said Authority, certified from the records of the incorporating municipality, together with proof of advertisement of notice of filing these Articles of Incorporation are each submitted herewith.[3]
H.
The term of existence of the Bradford City Water Authority shall continue to December 31, 2050.

The project which shall first be undertaken by said Authority is to acquire, hold, construct, improve, maintain, operate, own and lease, either in the capacity of lessor or lessee, waterworks, water supply works and water distribution systems for the City of Bradford and for such other territory as it may lawfully serve.
