A. 
As used in this article, the following terms shall have the meanings indicated:
LIVESTOCK
Includes any domestic animal other than those commonly kept as household pets, and shall include, but not be limited to, horses, cattle, pigs and goats.
PERSON
Includes any natural person, partnership, association, firm or corporation.
B. 
In this article, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine and the neuter.
It shall be unlawful for any person to keep any fowl at any place within the City of Bradford except under permit from the City Council in its capacity of Board of Health. No such permit shall be granted unless such fowl shall be kept in a coop, the construction and location of which shall be approved by said Board of Health, such approval to be granted when said Board shall be satisfied that:
A. 
Such coop shall be of adequate size for the number of fowl proposed to be housed therein;
B. 
Such coop shall be sturdily constructed in such manner as to permit proper drainage and to facilitate proper cleaning and sanitary maintenance thereof; and
C. 
The grounds on which such coop is to be located shall be of sufficient area and so located that the coop shall be located at least 50 feet from any building used as a dwelling.
It shall be unlawful for any person to keep any livestock at any place within the City of Bradford except under permit from the City Council in its capacity as Board of Health. No such permit shall be granted unless such livestock shall be kept in a barn or stable having a fenced area connected therewith. The construction and location of such barn or stable shall be approved by said Board of Health before granting such permit, such permit not to be granted unless said Board shall be satisfied that:
A. 
Such barn or stable and fenced area shall be of adequate size for the number of animals proposed to be kept therein;
B. 
Such barn or stable shall be sturdily constructed; and
C. 
Such livestock shall not be housed or kept closer than 100 feet from any building used as a dwelling.
No permit shall be granted by the Board of Health under this article for any use or structure that would be in violation of any provision of Chapter 220, Zoning.
No person holding a permit under this article shall allow the fowl or livestock kept under such permit to be at large outside of the coop or the stable or barn and fenced area authorized by such permit.
Every person holding a permit under this article shall keep the coop or the stable or barn and fenced area, as the case may be, clean and in sanitary condition, and the failure to do so shall be grounds for revocation of such permit by the Board of Health.
Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $300 or to imprisonment for not more than 90 days, or both.
