A. No person having possession, custody or control of
any animal shall knowingly or negligently permit any dog or other
animal to commit any nuisance, i.e., defecation or urination, upon
any gutter, street, driveway, alley, curb or sidewalk in the City
of Bradford or upon the floors or stairways of any building or place
frequented by the public or used in common with tenants or upon the
outside walls, walkways, driveways, alleys, curbs or stairways of
any building abutting on a public street or park or upon the grounds
of any public park or public area or upon any private property other
than the property of the owner of such animal.
B. No person, having possession, custody or control of
any animal shall take any dog or other animal upon the grounds of
any public park within the geographical limits of the City of Bradford.
It shall be unlawful also for any person, having possession, custody
or control of any animal to knowingly or negligently permit any dog
or other animal to be upon the grounds of any public park within the
geographical limits of the City of Bradford.

A. Any person having possession, custody or control of any dog or other animal which commits a nuisance, i.e., defecation or urination, in any area other than the private property of the owner of such dog or animal, as prohibited in §Â
70-22, shall be required to immediately remove any feces from such surface and either:
(1)Â Carry the same away for disposal in a toilet; or
(2)Â Bury the same on the pet owner's private property
or property of the person having possession, custody or control of
the animal.
B. Any person having possession, custody or control of
any dog or other animal which commits a nuisance, i.e., defecation
or urination, on the private property of the owner or of the person
having possession, custody or control of any dog or other animal shall
be required to remove any feces from such property within 24 hours
after the nuisance is committed and either:
(1)Â Carry the same away for disposal in a toilet; or
(2)Â Bury the same on the pet owner's private property
or property of the person having possession, custody or control of
the animal.
C. Cleanup shall not be required during those periods
when the feces are covered over with snow and/or ice.
D. It shall be unlawful for any person to walk a dog
on public property of the City or upon private property of another
without carrying, at all times, a suitable container or other suitable
instrument for the removal and disposal of dog feces.

The provisions of §§Â
70-22 and
70-23 hereof shall not apply to a guide dog accompanying blind persons or to a dog used to assist any other physically handicapped person.
A. Any person, firm or corporation who or which shall
violate any provision of this article shall, upon his or its first
conviction thereof, be sentenced to pay a fine of not less than $25
nor more than $300 and/or to imprisonment for a term not to exceed
90 days.
B. Upon a conviction for the second time, the person,
firm or corporation shall be sentenced to pay a fine of not less than
$100 nor more than $300 and/or to imprisonment for a term not to exceed
90 days.
C. Upon a conviction for the third or greater time, the
person, firm or corporation shall be sentenced to pay a fine of $300
and/or to imprisonment for a term not to exceed 90 days.
