A. 
Trustees. There shall be six Trustees of the Village of Black Earth, not including the President. Three Trustees shall be elected at each annual spring election for a term of two years, commencing on the third Tuesday of April in the year of their election. All Trustees shall be elected at large.
B. 
Village President. The Village President of the Village of Black Earth shall be chosen at the regular spring election in odd-numbered years for a term of two years commencing on the third Tuesday of April in the year of election.
A. 
Assessor.
(1) 
The Assessor shall be appointed by a majority vote of all members of the Village Board.
(2) 
The Assessor shall hold office for an indefinite term, subject to removal under § 17.13(1), Wis. Stats.[1]

B. 
Emergency Management Director.

(1) 
The Emergency Management Director shall be appointed by the Village President, subject to the approval of the Village Board, annually at the organizational meeting of said Board.
(2) 
The Emergency Management Director shall hold office for a term of one year, commencing on May 1 of the year of appointment.
C. 
Building Inspector. The Building Inspector shall be appointed by the Village Board.

D. 
Electrical Inspector. The Electrical Inspector shall be appointed by the Village Board.

E. 
Board of Health and Health Officer. See Chapter 160, Health and Sanitation, of this Code.
F. 
Plumbing Inspector. The Plumbing Inspector shall be appointed by the Village Board. The Plumbing Inspector must be state certified.[2]

G. 
Animal Control Officer.
(1) 
The Animal Control Officer shall be appointed by the Village Board.
(2) 
The Animal Control Officer shall hold office for an indefinite term, subject to removal under § 17.13(1), Wis. Stats.[3]

H. 
Director of Public Works.
(1) 
The Director of Public Works shall be appointed by the Village Board.
(2) 
The Director of Public Works shall hold office for an indefinite term, subject to removal under § 17.13(1), Wis. Stats.[4]

A. 
Effect. The provisions of this section shall apply to all officers of the Village, regardless of the time of creation of the office or selection of the officer, unless otherwise specifically provided by state law or ordinance or resolution of the Village Board.
B. 
Oath of office. Every officer of the Village, including members of the Village Board, shall, before entering upon his or her duties and within five days of his or her election or appointment or notice thereof, take and file the oath of office prescribed by law. All officers shall file said oath in the office of the Village Clerk-Treasurer. Any person reelected or reappointed to the same office shall take and file an official oath for each term of service.
C. 
Bonds.
(1) 
General. Every officer shall, if required by law or the Village Board, upon entering upon the duties of office, give a bond in such amount as may be determined by the Village Board, with such sureties as are approved by the Village President, conditioned upon the faithful performance of the duties of the office. Official bonds shall be filed as are oaths as provided in Subsection B of this section.
(2) 
Clerk-Treasurer's bond. The Village of Black Earth does hereby elect pursuant to § 70.67(2), Wis. Stats., not to give the bond of the Village Clerk-Treasurer provided for by § 70.67(1), Wis. Stats. The Village of Black Earth shall pay, in case the Clerk-Treasurer shall fail to do so, all taxes of any kind required by law to be paid by such Clerk-Treasurer to the County Treasurer.
D. 
Salaries. All officers of the Village shall receive such salaries as may be provided from time to time by the Village Board by resolution. In the absence of a specific law or ordinance to that effect, no officer receiving a salary from the Village shall be entitled to retain any portion of any fees collected for the performance of his or her duties as such officer.
E. 
Vacancies. Vacancies in elective offices shall be filled by appointment by a majority vote of the Village Board for the remainder of the unexpired term. Vacancies in appointive offices shall be filled in the same manner as the original appointment for the remainder of the unexpired term unless the term of such office is indefinite.
When determined by resolution of a majority of all members of the Village Board no later than December 1 prior to any election, candidates for elective Village offices to be voted on at the April election shall be nominated by nonpartisan primary as provided in §§ 8.05(4) and (5) and 8.11(1)(a), Wis. Stats., and the provisions of § 8.05(1), Wis. Stats., relating to nomination by village caucus shall not apply to nominations for said elections.
