There shall be a Stratford Traffic Authority consisting of three members, the Mayor or his designee, the Police Chief or his designee, and the Director of Public Works or his designee.

The Mayor or his designee shall serve as the Chairperson, who shall preside at meetings. Two members of the Committee shall constitute a quorum and a majority vote of the Traffic Authority shall be required for action of the Traffic Authority.
The Traffic Authority shall have the authority to provide for the regulation and use of streets and highways, including but not limited to the regulation of parking, speed and traffic, in accordance with the Connecticut General Statutes.
Notwithstanding the foregoing, any police officer may orally direct traffic or prohibit the parking of any vehicle on any street or public place in the Town for the purpose of preventing any obstruction or impediment to the safe travel of vehicles thereon.
Be it further enacted that the following provisions of the Stratford Town Code be repealed: § 203-10. Upon the establishment of the Stratford Traffic Authority, all ordinances within Chapter 203, except those herein repealed, shall automatically be recodified as traffic regulations.
A. 
Any person(s) may request the Traffic Authority to hold a hearing concerning a situation in need of action by the authority. Such request shall be in writing to the Chairman and shall indicate what action is requested. The Chairman shall schedule a hearing within 30 days of such request, and after conducting such hearing, the Authority shall render a decision in writing within 10 days.
B. 
Any person(s) may file an appeal of a regulation or ruling by the Stratford Traffic Authority. Such appeal shall be submitted in writing to the Chairman cf the Stratford Traffic Authority. The Chairman shall hold an appeal hearing within 30 days of such request and render a decision in writing within 10 days.
