The duties of the Tree Committee shall be:
A. To assist the Tree Warden in drafting and proposing
rules and regulations relating to the purposes of this ordinance,
regulations and permit and penalty procedures deemed necessary to
carry out the intent and enforcement of this ordinance.
B. To assist the Tree Warden in the preparation and periodic
update of a Systematized Tree Management Program for the Town of Charlestown
which shall be proposed for consideration and adoption by the Town
Council within five years of the inception of this ordinance.
C. To communicate and work with civic and public interest
groups concerned with tree care, management, preservation and planting.
D. To provide recommendations to the Tree Warden who
shall be responsible for the annual update of the Systematized Tree
Management Plan.
The Town of Charlestown Tree Committee shall
assist the Tree Warden in:
A. Regulating and enforcing the maintenance, removal
and planting of trees within the public rights-of-way to ensure public
safely.
B. Preserving the aesthetics of public rights-of-way
through the planting or maintenance of trees.
C. Protecting the health, safety and welfare of the Town
of Charlestown forests as a whole.
D. Review all non public-safety related requests for
permits for any planting, removal or trimming of trees within any
public right-of-way, as may be referred to the Committee by the Tree
Warden.
The Tree Committee shall be a sub-committee
of the Conservation Commission comprised of at least one member of
the Town of Charlestown Conservation Commission as well as interested
members of the community. The Tree Committee must have a membership
of no less than three (3) nor more than five (5) members.
