The locations described in Schedule XVIII (§ 206-46), attached to and made a part of this chapter, are hereby designated as crosswalks.

A. 
Definitions. As used in this chapter, the following terms shall have the meanings indicated:
CHAINS
Full chains, strap chains or other types of chains mounted on both rear wheels of a motorized vehicle.
SNOW
Any precipitation depositing any accumulation on the streets, including snow, sleet, hail, ice or freezing ram.
SNOW TIRES
Tires having treads designed for use in snow, which tires must be in such condition as to serve the purpose for which they are designed.
B. 
Whenever snow has fallen and accumulation is such that it covers the street or highway, no person shall cause, permit, allow or suffer any vehicle owned by or driven by him to become stalled or immobile on any portion of any of the streets designated in Schedule XVI (§ 206-44), attached to and made a part of this chapter, because of failure of said vehicle to be equipped with snow tires or chains. This section shall also be applicable if said streets or parts thereof remain covered with snow after having been plowed.
