The bylaws of the Montour County Council of Governments are hereby acknowledged, and Riverside Borough agrees to abide by the provisions contained in the bylaws, a copy of which are made a part hereof, attached to this article and marked Exhibit A.[1]

The duration of the participation of Riverside Borough in the Council of Governments shall be perpetual, unless the Borough withdraws from the Council of Governments as provided in the bylaws by the adoption of an ordinance rescinding its participation.
The purposes and objectives of the participation of the Borough in the Council of Governments is set forth in Article II of the bylaws.
The manner and extent of financing the participation of the Borough in the Council of Governments shall be determined by the Council of Governments as set forth in Article VIII of the bylaws.
The organizational structure necessary to implement the participation of the Borough in the Council of Governments is set forth in Articles VI and VII of the bylaws.
Any property, either real or personal, shall be acquired, managed, licensed or disposed of by the Council of Governments as set forth in Article IV, concerning Council action.
