On written request of the applicant, the Board may waive any of the requirements of Subsections 21-52.3, 21-52.4, 21-53.3, 21-54.4 and 21-54.6.
a. 
Upon initial submission of an application for development, the Township Engineer shall have 28 days from the date of the submission to render an initial report, in respect of the project, to be considered by the Board in making a determination as to completeness. The Township Engineer shall have 21 days within which to review any subsequent submissions by an applicant and to render a written report to the Board. The Township Engineer shall be responsible to issue a written report with a copy to the applicant not fewer than two business days prior to any scheduled public meeting, to the end that the applicant may appear at the open public meeting prepared to respond to the Township Engineer's report.
b. 
Once an application for development has been deemed complete by resolution of the Board, the Board shall grant or deny the application within the time frames prescribed by law or within such further time as consented to by the applicant.
c. 
If the Board grants the request for waivers in their entirety, the application for development shall be declared complete as of the date of the Board's resolution, and the Board will process the application within the time limit established in this chapter.
d. 
If the Board denies any part of the request for waivers, its resolution shall constitute notice to the applicant, pursuant to Subsection 21-6.12 of this chapter, that the failure to submit the information covered by the request for waiver(s) constitutes a deficiency in the application, and the application shall be considered incomplete. The applicant shall then submit the required information, and the date it is submitted and certified under Subsection 21-6.12 shall constitute the date of submission of the application for purposes of Subsection 21-6.12 of this chapter containing a request for waiver(s). The applicant shall agree in writing to the extensions of time, if any, which may be necessary under this section.
