The Town shall determine that a Housing Authority
is needed in the Town for the purpose of providing housing for elderly
persons and families of low income within the provisions of MGL C.

Upon such determination of necessity, the Town
shall provide for the organization of a Housing Authority and for
the election of members of said Housing Authority at the next Annual
Town Election in accordance with the provisions of MGL C. 121B, and
four members of such Authority shall be appointed forthwith by the
Select Board.
