A municipal service charge as provided in Chapter
150, Fees, is hereby established for certain checks which are returned by financial institutions without payment pursuant to Chapter 105, L. 1990 (N.J.S.A. 40:5-18) for the Township of Freehold shall exist:
A. Whenever an account owing to a municipality is for
tax, water, sewer or special assessment, the service charge shall
be included on whatever list of delinquent accounts is prepared for
the enforcement of the lien.
B. If the account owed is not for tax, water, sewer or
special assessment, this service charge will be tendered in cash or
by certified or cashier's check.

The Chief Financial Officer or his or her designee may require
that payment of any account owing to the Township be made by cash
or by certified or cashier’s check by any person, corporation
or other entity that has previously had a check or other written instrument
returned to the Township because of insufficient funds.
