The Mayor shall be elected by the voters of the Township in a nonpartisan election to be held at the time of the November general election and shall serve for a term of four years, beginning on January 1 following such election. Accordingly, the term of the Mayor holding office at the time of the adoption of this section shall be extended until December 31 beyond the expiration date of the Mayor’s present term.
The Mayor shall be the chief executive of the Township. He shall:
A. 
Enforce the Charter and all laws and ordinances in effect within the Township.
B. 
Supervise all of the departments of the Township government.
C. 
Ensure the efficient and effective operation of all of the departments of the Township government in accordance with general law, the Charter, this chapter and other municipal ordinances.
D. 
Ensure that all inquires to the Township government are promptly assigned to the appropriate department for action.
E. 
Appoint a Township Clerk with the advice and consent of Council.
F. 
Appoint a Municipal Treasurer with the advice and consent of Council. The Treasurer shall be Chief Finance Officer of the Township and shall be qualified by previous training and experience to perform the duties of his office.[1]

G. 
Appoint a Finance Committee of Council as provided herein.
H. 
Appoint such other committees of Council as he may deem necessary.
I. 
Appoint all department directors with the advice and consent of Council, and appoint such other officers and employees for whose election or appointment no other provision is made by the Charter, by ordinance or by general law.
J. 
Require each department, board, commission or other municipal body to make an annual report and such other reports of its work as he may deem desirable.
K. 
Report annually, within the first 60 days of the year, to the Council and to the public on the condition and on the requirements of the Township and upon its problems of government; notice of such report shall be published as prescribed for public notice of ordinances.
L. 
Make such other reports to Council and to the public and such recommendations to Council for action as he may deem in the public interest.
M. 
Provide liaison with agencies of the State of New Jersey and with official bodies of other municipalities on matters affecting the Township and/or its citizens.
N. 
Prepare the annual budget with the assistance of the Treasurer and with the cooperation of department directors and of the other members of the Council, and present the budget to the Council for consideration by January 15th of each year as provided herein.
O. 
Call special meetings of the Council as provided by the Charter.
P. 
Cause the Clerk to prepare an annual directory of Township officials and employees, time and place of meetings of all Township boards, agencies or commissions having regular meetings, office hours of officials and including such other information as he deems appropriate, which directory shall be available in the office of the Clerk.
The Mayor shall be a member of the Council. He shall:
A. 
Participate in meetings of the Council and vote as other Council members.
B. 
Preside over the meetings of the Council.
C. 
Designate the President of the Council to act as Mayor whenever the Mayor shall be prevented, by absence from the Township, due to disability or other causes, from attending to the duties of his office.
D. 
While presiding over meetings of the Council, have the right to move, second and to debate from the chair, and he shall not be deprived of any right to vote or of any other rights, powers or duties of a Councilman by virtue of his presiding over the meeting.
All of the administrative functions, powers and duties of the Township shall be allocated and assigned among and within departments established or constituted by this chapter or any amendments and supplements thereto. The Mayor shall delegate to other officers of the Township such functions, powers and duties as he may deem appropriate except for the duties required by the Charter to be performed by the Mayor.
The President of the Council shall serve in place of the Mayor in the event of the absence of the Mayor or his disability or refusal to act. When serving as Acting Mayor, the President of the Council shall have all of the rights, powers and duties of the Mayor.
